4moTraining was effective IF, and only if it has resulted in measurable behavioural change. And the only way to know that is by first conducting a training needs analysis prior to designing the training in the first place. Personalily I like the ADDIE model. Analysis of need Design Development Implementation … and wait for it … Evaluation. The evaluation must be tied directly to the prior analysis.
