Embarking on the Journey Towards Type III Eco-labeling
On September 20, 2021, the Indonesian National Standardization Agency adopted the Indonesian National Standard International Organization for Standardization/Technical Specifications 14027:2017. This adoption is based on the ISO/TS 14027:2017 standard and serves as Indonesia's groundwork for implementing ISO 14025, commonly known as Type III eco-labeling.
Eco-labeling is a certification or declaration system for products, encompassing both goods and services, showcasing their commitment to and compliance with environmental sustainability principles. Eco-label certifications come in various types: Type I eco-labels, which adhere to ISO 14024, Type II eco-labels, referring to ISO 14021, and the latest Type III eco-labels, based on ISO 14025.
Securing a Type III eco-label entails evaluation by program operators in management and independent auditors to assess the environmental labels of industries or businesses. The certification process for Type III eco-labels can be costly due to the intricate nature of its assessments.
The implementation of Type III eco-labels may encounter obstacles due to the absence of a national inventory database serving as a reference for life cycle assessment (LCA) calculations. In contrast, neighboring countries like Malaysia, Singapore, Thailand, and Japan have been developing LCA databases since 2001.
The World Trade Organization aims to incorporate Type III eco-labels into tariff and tax schemes. Initially slated for rollout in 2020, the implementation was delayed due to the pandemic. Consequently, export products lacking Type III eco-labels will face carbon taxes in destination countries. This policy will particularly impact micro, small, and medium-sized enterprises engaged in export markets. Several European Union countries, including Germany, Slovakia, Denmark, Finland, and Sweden, have already embraced Type III eco-labels.
ISO 14025 establishes guidelines and procedures for creating Type III environmental declaration programs and declarations. These declarations are mainly designed for business-to-business communication but can also be used for business-to-consumer communication under specific circumstances.
ISO 14027 outlines principles, requirements, and guidelines for creating, reviewing, registering, and updating Product Category Rules (PCRs) within Type III environmental declaration or footprint communication programs based on life cycle assessment standards. The document explains how to develop PCRs and outlines their content in terms of product categories, functional units, LCA requirements, and core rules. Overall, the standard seeks to promote the adoption and dissemination of PCRs in the business community, improving the credibility, consistency (across different regions or sectors), and transparency of PCRs.
