John Sherman, the Chief Information Officer (CIO) of the Department of Defense (DOD), announced an upcoming digital modernization strategy named "Fulcrum," set to be released in June. This strategy aims to transition the DOD to a software-defined enterprise, building on the department's 2019 defense modernization strategy. Sherman highlighted the collaborative efforts involving multidisciplinary teams from various military and defense agencies to develop this guide. The strategy will address multiple dimensions of digital transformation, including expanding joint force capabilities, modernizing IT networks, and enhancing the digital workforce. At the core of these initiatives is the Customer Experience Office, which plays a critical role in addressing operational challenges and improving service delivery. Two years from now, “we’re not going to be saying enterprise and tactical,” the Army’s Chief Information Officer, Mr. Leonel Garciga, said during a media round table at the Association of the United States Army’s Annual Meeting on October 11. “We’re just gonna be saying ‘the network.’’’ During that same media round table, Lt. Gen. John Morrison Jr, the Army’s Deputy Chief of Staff, G-6, said that combining the enterprise and tactical under one Program Executive Officer (PEO) allows the Army to “integrate event monitoring through this organizational efficiency.” He added that this institutional change will better enable ICAM (Identity, Credential, and Access Management), and Unified Network Operations. Because of this change, he said, “we’re going to gain synergies between enterprise and the tactical…commonsense things that should be done holistically across the network.” Combining the tactical and enterprise networks will help allow data to flow seamlessly from military bases to the tactical edge of units in the field in any environment. #USArmySignalCorps #Signalcorps #USARMY @US_CYBERCOM @ARCYBER @armyfutures @Signal_School @US_CYBERCOM

Before I dive into a new GOV MIL role... Are you in Washington, DC next week with interest in Joint Data Standards, including military contested logistics and supply chain management? Join me this Friday, July 28, for a brainstorming session -- I plan to invite a small contingent of Capitol Hill staffers / influencers, off the record, who want to learn about this topic -- to spark a meaningful shift for DoD and help break down silos between military branches. After posing similar questions about joint data standards to both SECNAV and SECAF, I have noticed a concerning trend in how our senior leaders perceive the topic. I believe a congressional solution must help DoD shift while incentivizing industry to mitigate data silos and vendor lock in so that all ecosystem participants - DIB vendors especially - can more easily share data between military branches and units.
