Yesterday, GLOBSEC organized another Public Private Dialogue session focusing on European #defence. The session was opened by Jiří Šedivý, Chief Executive, European Defence Agency (EDA) and Marcel Grisnigt, Senior Vice President, Chief Corporate Development and Integration Officer, KNDS. The participants explored what are the next steps to increase the cooperation of public sector and defence companies in order to increase the productiveness and #competitiveness of European industries. To summarize in one sentence, we have to deliver “together, faster, more and preferably in a cheaper way”. Stay tuned for the policy takeaways of the discussion!

Great online event by GLOBSEC on how #Europe could reach a #war economy. OPEWI's Director, Michael Benhamou, insisted on two points: 1/ The stability that comes from #pluriannual long term funding, as practiced in the US, the UK or in France. Essential to ensure the success of heavy hardware programmes, whether at national level or at European level. Too often, the politisation of defence programmes in Europe's East (especially) provokes the failure of complex designs and eventually off-the-shelf purchases in America or Asia down the road. 2/ The flexibility that comes from having independent budget defence lines for #software products. In the US, the Pentagon has innovated in that regard: software SMEs can now apply for "software-only" tenders and be followed from the R&D stage to implementation on the battlefield. 🤝 SATCEN AND EDA SIGN BILATERAL AGREEMENT FOR MARSUR III Today marks a significant milestone as #SatCen and the European Defence Agency sign a bilateral agreement, taking the cooperation within #MARSUR to a new level.   The agreement, now in its third stage of development, will provide the operational basis for the exchange of relevant data between the Centre and the MARSUR community through a secure network.   #SatCen is fully committed to the further evolution of this partnership and to establishing additional synergies with its other activities, ensuring that relevant operational maritime information is shared. The first of four workshops was held at MBDA FR in Paris, bringing together technical experts from Participating States and Industry. After the Kick-Off meeting on June 14, 2024, the Hypersonic Defence Interceptor System (HYDIS) Programme officially began its full implementation, adhering to its ambitious schedule. This workshop aimed to initiate a fruitful discussion in order to achieve a shared understanding of the operational scenarios for the future interceptor, and to establish and prioritize key evaluation criteria for selecting the most promising missile interception solution. The workshop effectively met its goals, demonstrating the strong commitment of all contributing Nations and Industry to this EU co-funded programme. The European Hypersonic Defence Interceptor System (HYDIS) is a project co-funded by the European Union, under the European Defence Fund, and by four Participating States (PSs) which are France, Germany, Italy and the Netherlands. OCCAR has been entrusted by the European Commission (EC) for the indirect management of the action by the signature of a Contribution Agreement. A good piece - and completely agree with the reasoning / rationale. The big question is who will pay? To make the sovereign capability sustainable we need a large and sustainable market. Australian content requirements for Defence should be a “no-brainer” - but even this will only take us so far. Solution lies in ability to access broader AUKUS market place with globally competitive and relevant products and services.

We strongly agree with these concepts, and are pushing for greater SME involvement in Defence industry. As the engine room of our Australian economy, small and medium enterprise can be the force multiplier for our Defence industrial base! Is this sufficient? Like the AiG report, a high-level nuanced study, some limited context, some of the 'What' and 'Where" not much 'When' and as usual a complete disregard and absence of 'How' Some huge 'Elephants in the room' If you cannot or will not articulate the real issues, how can you arrive at a solution?

Winter Reflections from Northern Sweden Flying over a winter landscape in northern Sweden I reflected on the importance of this area for the Nordic region and Europe. With Sweden and Finland now new members in NATO - it is of critical importance to urgently increase planning, coordination and implementation of infrastructural, industrial, logistical and defence strategies across the Nordic region.
