Since 1982, the #IEEE Military Communications Conference (#MILCOM) is bringing together leaders in government, industry, and academia to discuss innovative research and cutting-edge technology development. The 43rd MILCOM from 28 October - 1 November 2024 in Washington, DC, USA is themed around »C5I Technologies for Military and Intelligence Operations Today and Tomorrow«. Besides keynotes and tutorials, the 2024 IEEE MILCOM conference offers a variety of workshops. One workshop is dedicated to »Simulated and Emulated Environments« and is organised by FKIE scientist Christoph Barz together with Jan Nilsson (Swedish Defence Research Agency, Sweden) and Roberto Fronteddu (Florida Institute for Human and Machine Cognition, IHMC, USA). »The selection and quality of artificial test environments is a key factor for the development and testing of military communication infrastructure and information dissemination mechanisms,« explains Barz. »A special focus of the workshop is on comprehensive tools capable of concurrently emulating multiple facets of the battlefield and the generation of realistic, reproducible scenarios with enough variety to ensure that the tested solutions are not able to specialize on selected artificial data. Last week, AFWERX and Air Force Installation and Mission Support Center (AFIMSC) hosted more than 120 industry, academic and government officials for the Artificial Intelligence Industry Forum. The event, located at the The University of Texas at San Antonio Downtown Campus, aimed to foster collaboration and find AI and machine learning solutions to challenges facing the United States Air Force installation and mission support community. “The biggest benefit of working with AFIMSC is the engagement. They’re able to bring the right people into the right room to talk to industry to solve these types of problems,” said James Foutz, AFWERX Colliders program manager. “They not only learn what the industry solutions are, but they’re very generous with their time to help industry understand the problems facing the installation and mission support community.” During the two-day event, subject matter experts from across AFIMSC presented some of the challenges they’re facing and outlined plans for integrating AI and associated technologies into several mission areas including architecture, engineering and construction. Attendees also had an opportunity to learn about the overarching AFIMSC mission and gain insights into AI technology and perspectives from experts at UTSA and AFWERX. In a recent report published by Project Ploughshares, Senior Researcher Branka Marijan and Carlos Cantafio Apitz detail the potential future changes expected in global security given the rapid pace of technological advancement. Within the report, they conclude that amidst an emerging technology-security environment and the rise of great power competition, existing global norms will likely be changed. This brief also details three key insights from the literature: 1️⃣ Known military applications of artificial intelligence (AI) and big data analytics, as well as novel delivery technologies, are likely to be mature and leveraged within the battlespace by 2030, as government and commercial actors have years of continuous investment in their development. 2️⃣ A combination of current state regulatory constraints, global normative ethical considerations, and technological constraints, including restrictions on accessing material and technologies, is likely to impact the launch of military applications of advanced materials and manufacturing, autonomy and robotics, biomedical sciences and human augmentation, and quantum technologies until 2035-2040 or later. 3️⃣ Transformative and disruptive effects are most likely to occur when militaries combine or interconnect two or more of these emerging technologies. Therefore, state and nonstate actors across the decision-making spectrum should not focus on siloed technologies.
