Talking about programs and values without accountability is meaningless. There will always be a host of actions which need to be done. Those actions will send a message which the employees and future candidates need to hear loud and clear. There is one action that will break the back of your turnover. That action is how you deal with the high performing employee who creates turnover. They also know you are compromising the culture and the values of your organization.
