Lockheed Martin and the United States Department of Defense are already at full production on the F-35 even though testing has never been finalized. Of course, testing is years behind schedule. Nonetheless, the Project On Government Oversight criticized the Pentagon for producing F-35s as if it were already in full-rate production, before such crucial tests were completed. Such lack of oversight could mean hundreds of fighters already built and in use could need extensive retrofitting.
