Almost all marketing strategies "work" — the disconnect often comes when strategies are selected that don't match the ROI time horizon you need. Indirect approaches like investing in "the brand" DOES work on a long enough time horizon. But if that's 50% of your spend and you need the ship to turn around by Q3, you should probably be looking into shorter term strategies.

You need to have a direct connection with your target market to get the best return on investment from your marketing spend.
