Maximum efficiency does not equate to maximum speed. Like with a car, when we push the pedal to the metal, we burn a lot more gas, but we also go faster. The bottom line for a swimmer is sustainable speed for the duration of the race. That wins races. The least efficient swimmer won't win because he/she wastes too much energy. The most efficient swimmer won't win (necessarily) because they are driving 35 mph on the freeway. There are two different valid ways of measuring efficiency in swimmers, and they are related. One is physiological efficiency, ie how many Km/calorie a swimmer expends, like mpg. Unfortunately, we don't have a good means of measuring precise calories expended. Not practical to use. The other is mechanical efficiency and this has to do with the law of inertia and one's amount and rate of change of speed. The more fluctuation in a swimmer's speed, the less efficient. A body in motion tends to stay in motion. The fastest swimmer in the 50 is less efficient than the fastest swimmer in the 1500. SWOLF may have some use, but please don't equate a swimmer's efficiency with his or her SPEED.

In swimmers of all ability levels, the timing of the arms changes with changes in speed. Swimmers that can create a speed across a range of race distances are much better at managing these changes. They find the right solution for the right task.
