Vice President Safety, Security, and Training

General Description Of Work

Directs the activities in the areas of Safety, Security, Emergency Management and Operational Training. Serves as VIA’s principal authority on issues related to the above areas. Manages VIA’s safety initiative, emergency management and preparedness, counterterrorism, peace officers, homeland security and all related staff training needs in these areas. Manages training activities in transportation, maintenance and some safety functions.

Essential Functions

Develops, implements, updates and maintains overall integrated safety, security, emergency management, regulatory oversight and training programs and policies.

Develops, maintains and oversees all programs, policy implementation, staff functions and operations of the department.

Interfaces with executive leadership and employees at all levels in formulating VIA’s specific training program that meets the needs of VIA and it’s operating employees.

Plans, organizes and coordinates department activities, working collaboratively with internal customers.

Develops, implements and monitors company-wide and department policies and procedures to assure consistency with good business practices, applicable policies, and Federal, State and local regulations.

Develops leadership talent and other skills in subordinates through example, guidance, training and delegation.

Fosters teamwork both within and across departments, improving communication channels and increasing company efficiency and effectiveness by conducting integrated training and development programs that have a customer service focus.

Staffs, disciplines, counsels and monitors department personnel.

Establishes and implements controls to assure compliance with department and company goals, budget, quality standards, performance standards and legal requirements.

Demonstrates leadership among peers and subordinates by breaking down barriers, establishing consensus and building support for common goals.

Conducts long and short-range planning for division.

Maintains liaisons with individuals both inside and outside of VIA.

Develops and maintains a timely and accurate reporting system designed to keep the President/CEO and Deputy CEO informed of department progress on achieving targets and program goals.

Complies with all requirements imposed by the President/CEO, Deputy CEO and Board of Trustees in an efficient and professional manner.

This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

Education And Experience

Must have a Bachelor’s Degree preferably in a field related to Safety, Security, Training and/or Emergency Management or in Business Administration

12 years experience in progressively responsible positions to provide an adequate background in Safety, Security and/or Emergency Management functions; and in the management of training programs for various employee levels or other adult education programs, or an acceptably balanced combination, preferably in a multi-modal mass transit property. Experience may substitute for educational requirements.

3 years’ experience in a senior management position.

Additional Requirements

Must have, or be able to quickly develop, a basic understanding of all department functions.

Must have, or be able to quickly develop, a thorough knowledge of applicable governmental regulations and federal, state, and local laws particularly those related to safety and environmental regulatory standards related to the transit industry.

Must demonstrate the ability to develop and conduct operational training programs for various employee levels.

Must be able to deal tactfully with other employees in identifying and resolving training related problems and issues.

Must have ability to read and understand complex material.

Must have physical ability to attend meetings and other off property functions.

Physical Requirements

Physical ability required to be mobile, bend, stoop, reach and lift objects weighing 5-25 pounds such as files, supplies, equipment and large heavy reference manuals and books.

Work involves deadlines and multiple priorities.

Requires irregular hours.
