HJF is seeking a Subject Matter Expert, Behavioral Health Consultant to support the National Guard Behavioral Health Program, and provide scientific and technical expertise concerning policy development, administration, management, training, and clinical guidance to Directors of Psychological Health, Behavioral Health Officers, and others within the DoD BH community. Provides review and input into specific training, supports stakeholder analysis and outreach activities, and assists with program evaluation efforts. The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. The Center for the Study of Traumatic Stress (CSTS) is one of the nation’s oldest and most highly regarded, academic-based organizations dedicated to advancing trauma-informed knowledge, leadership and methodologies. The Center’s work addresses a wide scope of trauma exposure from the consequences of combat, operations other than war, terrorism, natural and human-made disasters, and public health threats as well as risk and protective factors associated with suicidal behaviors. CSTS is a part of our nation’s federal medical school, Uniformed Services University (USU), and its Department of Psychiatry. These affiliations represent the Center’s history, mission and future directions as a major contributor to our country’s understanding of the impact of trauma and the advancement of trauma-informed care. The Department has active research programs in the Basic and Clinical Sciences and Neurosciences. In addition to intramural research projects, the Department maintains active research funded by the National Institute of Mental Health, National Institute of Drug Abuse, National Science Foundation, the Department of the Army and the Department of the Air Force. The department has ongoing collaborations with the Walter Reed Army Institute of Research, is sponsor of the Center for the Study of Traumatic Stress and provides psychiatry residency training through its affiliations with Walter Reed National Military Medical Center, National Naval Medical Center and Malcolm Grow Air Force Medical Center and the National Capital Area Graduate Medical Education Consortium.

This position will be in support of the Department of Psychiatry / Center for the Study of Traumatic Stress in support of National Guard Programs, including Army Guard Behavioral Health (BH) and Integrated Primary Prevention.

Responsibilities

  • Advises National Guard Behavioral Health Directors of Psychological Health, Behavioral Health Officers, and others within the DoD BH community on psychological health policy, and reviews, updates, interprets, and implements existing policy. Provides guidance pertaining to strategic short- and long-term planning, objectives, and performance measures, and supports the implementation of the Army National Guard Psychological Health Program.
  • Develops and recommends policies, procedures, and goals for the National Guard Psychological Health Program regarding clinical assessment and clinical intervention of mental health case Contributes to the development of the ARNG BH Strategic Plan.
  • Develops, implements, analyzes, and oversees regional psychological health programs, and consistently analyzes and evaluates program issues. Establishes and/or facilitates the development of program performance measures, metrics and analysis to assess efficiency, effectiveness, compliance, and quality.
  • Provides direction and identifies training needs for behavioral health p Establishes training or course curriculum requirements and develops or determines materials and support resources to meet program standards.
  • Leads behavioral health surveillance Administers, tracks, and analyzes data associated with National Guard behavioral health and related mental health readiness assessment programs.
  • Develops and implements behavioral health outreach and prevention, resources, referrals, training, and intervention programs in collaboration with the ARNG State Surgeon offices.
  • Develops and maintains professional standards, initiating and effecting changes across the National Guard that will promote an efficient and effective National Guard Psychological Health program.
  • Accurately documents planning and program development and produces professional reports or other materials in a timely manner.
  • Coordinates actions with appropriate staff and all organizations having input or being affected by plans and programs.
  • Collaborates with other SMEs (CSTS, NG programs, ARNG BH office, etc) to advance CSTS and NG program objectives.
  • Advises staff and leadership on the utilization of evidence-based approaches.
  • Conducts regular site visits and communicates with the behavioral health community to identify the barriers to adoption and sustainment of program recommendations.
  • Prepares and presents oral and/or written presentations on dissemination & implementation.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.

Qualifications

Education and Experience

  • Master's Degree required. Preference for LCSW, LMSW, and Clinical Psych degrees.
  • More than 10 years experience required.

Required Knowledge, Skills And Abilities

  • Knowledge of organizational objectives; ability to work independently as well as with a team.
  • Ability to use sound judgment in solving problems; ability to coordinate many complex systems and programs at the same time.
  • Ability to understand and utilize multiple complex online systems (i.e., MedChart, MODS, MHS, Genesis, etc.) and teach others.
  • Excellent oral and written communication and interpersonal skills.
  • Knowledge of strategic communications processes.
  • Professional knowledge of mental health program goals, objectives, policies, and regulations to effectively implement, develop, and improve psychological health programs targeting service members and their families.
  • Knowledge of National Guard behavioral health policies and processes.
  • Professional knowledge of mental health practices, principles, and theory.
  • National Guard Director of Psychological Health experience preferred.
  • Ability to meet ARNG BH credentialing requirements.
  • Ability to obtain and maintain a T1 Public Trust.

Work Environment

  • This position will take place primarily in an office setting.
