JOB SUMMARY: The Senior Program Manager provides comprehensive management of assigned Women’s Shelter programs ensuring that the programs and services are in accord with best practice standards, contract and grant requirements, and agency practices and procedures. The position oversees fiscal, operational, administrative, staff management, and quality practices of all assigned program; seeks and develops outside funding sources; and establishes a working relationship with external community partners.

SUPERVISORY RESPONSIBILITIES: Provides administrative and functional supervision for 20-23 FTEs.

ESSENTIAL DUTIES And RESPONSIBILITIES

  • Manage and oversee the administrative and daily operations of Women’s Shelter programs in support of overall program goals and objectives.
    • Develop and implement strategies to effectively achieve program goals and objectives.
    • Develop and implement systems and processes to enhance operational efficiency.
    • Monitor program implementation in accordance with grant funding, contracts, and internal agency Practices and Protocols requirements.
    • Conduct regular reviews for accountability and program performance.
    • Oversee and/or coordinate the collection, compilation and analysis of program activity and statistical data including client records and case notes, and satisfaction surveys to clients and contractors.
    • Ensure the timely submission of all external and internal program reports.
    • Oversee contract procurement functions for assigned programs.
    • Participate in finance meetings /discussions to ensure balance between program compliance with agency guidelines and program obligations to clients served.
    • Work to resolve program issues (i.e. client grievances, customer service, financial, operational, etc.)
    • Coordinate with HMIS manager and monitor other database utilization contract requirements to ensure compliance and quality standards.
    • Regularly review HMIS data quality reports and implement corrective action plans as needed.
    • Promote a client centered, compassion service and dignified -shelter environment.
  • Provide leadership and direction to all program staff, consultants, and volunteers; oversee staff supervision, which includes recruiting, staffing, hiring, performance evaluation, training, and professional development; sets standards for customer service; conduct regular staff meetings; communicates policies and procedures; and facilitate team dynamics in collaboration with the Director of the program.
    • Conduct unannounced site visits monthly after normal business hours to ensure quality services and program expectations are being adhered to by staff and clients.
    • Work schedule includes weekly 2nd or 3rd shift onsite staff observations and supervision to ensure all site-based staff are provided appropriate supervision and access to program management leadership throughout the year.
  • Manage program budget and expenditures, in collaboration with the program’s Director, to ensure that available funds and resources are used efficiently.
    • Develop program operating budget and provide fiscal direction to the program.
    • Monitor program revenues and expenditures to ensure these are within established budgetary guidelines.
    • Prepare budget revisions; and provide required financial reports.
  • Perform liaison activities with community partners, including contract monitors.
    • Attend community seminars, relevant trainings, outreach events and government/private foundation events as requested.
    • Facilitate the preparation and submission of contracts, grant applications and contract invoices.
    • Oversee grantors’ site visits and audits for all programs.
    • Become familiar with all contract/grant milestones and requirements to ensure agency compliance and billability.
    • Oversee and maintain quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and procedures.

    • Implement Corrective Action Plan, under the guidance of the program Director, to address deficiencies identified through the agency Client Record Review and Continuous Quality Improvement (CQI) process.
    • Ensure social work manager and case manager team meets client service requirements according to contracts.
    • Enable staff participation in quality improvement.
    • Update the program’s practices and procedures, and program manual as needed.
    • Coordinate and oversee the maintenance of the program facilities and equipment in accordance with relevant health, fire and safety codes, and COA standards
    • Perform other job-related duties as assigned.

    EDUCATION And EXPERIENCE

    • Master’s degree in human services field.
    • For all social work degrees, social work licensure in the appropriate jurisdiction is required.
    • 3 years of progressively responsible non-profit experience in program management.
    • 2 years of experience working with clients or programs that serve individuals or families experiencing homelessness, behavioral health, substance abuse or chronic health challenges.
    • 2 years of supervisory experience.
    • Driving is required. Must have a valid driver’s license and clean driving record.

    SKILLS And COMPETENCIES

    • Knowledge of management principles and practices. Knowledge of budgeting and fiscal management principles.
    • Knowledge of contracts and grants preparation and management. Program planning and implementation skills.
    • Skill in the use of computers, preferably in a PC, Windows-based operating environment.
