Senior Environmental Engineer

Location: Rochester, NY area

Job Summary: Seeking an experienced Senior Environmental Engineer to lead the NYS Small Business Environmental Assistance Program (SBEAP). Responsible for guiding eligible small businesses in achieving compliance with state and federal air emissions regulations. The role involves maintaining the SBEAP knowledge clearinghouse, providing registration and permitting assistance, conducting outreach and education, tracking program activities, managing the program budget, and serving as the main liaison with the NYS program sponsor. The Senior Environmental Engineer will also stay informed about changes in air emissions regulations and mentor junior staff.

Responsibilities

  • Maintain SBEAP web-based knowledge clearinghouse by updating fact sheets, providing relevant forms, and curating information from various sources.
  • Lead a team to provide registration and permitting assistance to small businesses, including answering inquiries, developing tools, conducting site visits, and overseeing external contractors.
  • Conduct outreach and education by building relationships with trade organizations, delivering industry-specific training, and identifying subject matter experts for training sessions.
  • Track and report program activities, maintain confidential records, and provide insights to the State for rule and policy considerations.
  • Manage the program budget with support from finance staff and serve as the main liaison with the NYS program sponsor.
  • Provide mentorship to junior staff, assign tasks, and assess internal capacity building needs.
  • Stay informed about changes to air emissions regulations, relevant trends, and industrial best practices.

Required Qualifications

  • Bachelor's or Master's degree in Chemical Engineering, Process/Industrial Engineering, Environmental Engineering, or related field.
  • Solid understanding of industrial processes and equipment used by small businesses, including the ability to identify and quantify air contaminants.
  • Proficient in air emissions calculations and air quality modeling (AERSCREEN, AERMOD).
  • Ability to interact with state and local officials, strong attention to detail, excellent analytical and critical thinking capabilities.
  • Strong written and verbal communication skills, problem-solving, and organizational skills.
  • Proficient in Microsoft Office suite, with advanced Excel skills.
  • Ability to work efficiently in a team environment and travel up to 20% to provide assistance and support to NYS businesses.

Salary Range: $68,000-115,000
