Duties This position is located at the Joint Force Headquarters-Wyoming National Guard (JFHQ-WY), Office of The Adjutant General (TAG). The purpose of this position is to manage and maintain the Army (ARNG) and Air (ANG) National Guard Sexual Assault Prevention and Response Program for the State ensuring that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel. This position is established as the State Sexual Assault Prevention and Response Officer. Provides administrative, technical, subject matter expertise and guidance to the full scope of support service concerns and Synchronizing activities across multiple complex and intersecting segments (harassment, violence prevention, etc.). The sexual assault Program is State-wide providing advisory, consultation and guidance to high-level command issues pertaining to human services matters and programs benefiting families, military, and technicians. Develop policies, articulate program strategies, focus and initiatives, implement program, and provide good steward inspections, policy review, identify best business practices, engage outside stakeholders such as local non-governmental agency to develop sound long lasting resolutions; including methods used to establish program objectives.   • May be required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults and be on an on-call roster to facilitate 24/7 capabilities when employees are off duty, on official leave, or TDY.
  • Covered by the Domestic Violence Misdemeanor Amendment (30 September 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform position duties.
  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • May be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • May be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.

  • Within 60 days of appointment; must have a favorable Tier 3 background investigation.
  • Within 90 days of appointment, even if currently D-SAACP certified, will be required to complete the NGB Joint Course.
  • Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required to submit the DD Form 2950, " DoD Sexual Assault Advocate Certification Program (D-SAACP) Application for New Applicants " or DD Form 2950-1, " D-SAACP Renewal Application Packet ", for decision by the D-SAACP Review Board.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program certification (D-SAACP) and maintain certification. Qualifications AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued as follows: Area 1: All permanent and indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within the Joint Forces Headquarters-WY ARNG. Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard. Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. This is a Position of Significant Trust and Authority (POSTA), and selected personnel must complete an FBI fingerprint check and Defense Central Index of Investigations check (or equivalent military records, or State Criminal History Repository (SCHR) records check. Personnel may not have a disqualifying condition as list ed in DoDI 6495.03, " Defense Sexual Assault Advocate Certification Program (D-SAACP)" paragraphs 3.2.a.(1) through 3.2.a.(7) prior to submitting DD Form 2950, " D-SAACP Application for New Applicants " or DD Form 2950-1, " D-SAACP Application Packet for Renewal Applicants ". Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. In no event will an individual subject to this issuance be presumed to have a favorable background check merely because there has been a delay in receiving the results of the requisite background check. BASIC REQUIREMENTS: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines that included at least 24 semester hours of course work in the behavioral or social sciences. (Include legible copies of transcripts showing awarded degree with application.) OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. EXPERIENCE: To qualify based on experience, applicant must possess at least 1 year equivalent to at least the next lower grade (GS-12) with the particular knowledge, skills, and abilities to successfully perform the duties of the position in the public or private sector advising and providing counsel to employees regarding policies, procedures, and directives of management; serving as a Sexual Assault Prevention and Response Officer (ex: State SAPR) to comply with Department of Defense (DoD) and/or National Guard Bureau (NGB) requirements to develop, manage, and assess climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutant General (TAG) or agency heads; has experience providing services to a Brigade and Wing level (or equivalent) Sexual Assault Response Coordinator (SARCs); experience reviewing Brigade and Wing (or equivalent) SARCs expenditure plans, programs, guidelines, and validating budget utilization to address sexual assault prevention and response across the state/program. Hiring Preference will be given to those applicants in possession of current, not expired, D-SAACP Certification and access to the Defense Sexual Assault Incident Database program.
