Senior Legislative & Regulatory Analyst, State Affairs & Policy

Position Summary: This position provides policy analysis and legislative/regulatory support services in connection with AHIP's state policy and state advocacy divisions, and in support of operating divisions of AHIP and its member organizations.

Essential Duties and Responsibilities

  1. In assigned region, tracks and analyzes state legislatures and agencies' issuance of health insurance legislation and regulation at an advanced level.
  2. Maintains comprehensive compilations of these materials, identifies and tracks state policy issues, provides advanced level analyzes and shares this information within AHIP, and works with State Advocacy and other AHIP staff to ensure that timely information is disseminated to member organizations.
  3. Works with State Advocacy Regional Directors, state trade associations, and local retained counsel to identify priority issues and assist with implementing policy and advocacy strategies in assigned states.
  4. Prepares advanced level written communications with the Vice President of State Policy to include State Strategy Team memos, legislative and regulatory updates, testimony, comment letters, and talking points in collaboration with the State Advocacy Regional Directors, State Policy, and AHIP Verticals as appropriate.
  5. Assists with the quality assurance and standards of written materials developed externally, including written communications prepared by staff, legislative and regulatory updates, testimony, and comment letters.
  6. Maintains information on assigned states in AHIP's state legislation and regulation electronic tracking system (iTrak), including making corrections and additions to summary information received from an outside vendor and adding notes for internal use.
  7. Identifies legislative and regulatory actions for reporting in weekly State News.
  8. Responds to questions about bills, laws, regulations, and requests for materials from AHIP members and staff.
  9. Participates in state research projects, including 50-state surveys and updates of current legislative and 50-state survey charts, and produces member materials responsive to critical emerging issues in the states.
  10. Meets regularly with State Advocacy Regional Directors to review the status of priority bills and regulations in assigned states.
  11. Assists with projects requiring policy and legislative knowledge or experience.
  12. Performs other tasks as required or assigned.

Minimum Education and Experience Required

  1. Bachelor's Degree in health policy, public policy, or related field and/or equivalent experience. Advanced degree required.
  2. Minimum of 5-7 years of experience working on health insurance related issues as well as legislative or regulatory advocacy, policy development, or research.
  3. Proficiency with office productivity tools (Google Docs, Microsoft Office, Excel, etc.).

Other Qualifications

  • Knowledge of Westlaw or other legal research databases and understanding of membership associations preferred.
  • Advanced knowledge and understanding of; AHIP and/or similar membership associations.
  • Strong computer literacy.
  • Strong interpersonal and organizational skills and the ability to finalize products promptly and accurately under a deadline with minimal supervision.
  • Ability to work favorably as part of a team, understand and follow direction.

Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5:30 p.m.
