Work alongside the Executive Director of Safety, Security and Environmental Services in coordination of all division programs, including budgets, grants, projects and contracts. Under the direction of the Executive Director, audits and coordinates special projects for the Transit Police IGAs and District Attorney. Coordinates, analyzes, and provides research to Transit Security Administration, Federal Emergency Management Agency (FEMA), Homeland Security and other partners. Serve as division liaison and point of contact to ensure projects are effective, efficient, consistent and operating in conformance with the overall goals and objectives of the agency, local, state, and federal requirements.


This role requires being in office five (5) days per week.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.


Essential Functions:

1. Serve as the Safety & Security Budget Coordinator to the Finance and Administration Services Division, including oversight, development of RFP’s, coordination of vendor contracts, including but not limited to developing policies and procedures, strategically planning with TriMet stakeholders. Oversee daily accounting activities.


2. Under the direction of the Executive Director, responsible for division's annual budget development and resource planning. Ongoing administration of the budget. Conducts and performs needs analysis and trend analysis based on program data, spend and burn rates. Consults with Program Directors and recommends budgets for resource planning and development of programs. Monitors and analyzes expenditures and accounts to ensure compliance with budget parameters; compiles information and documentation in preparation for producing and/or drafting fiscal/financial reports.


3. Under the direction of the Executive Director, responsible for the administration of division's budget, including developing monthly budget and contracts reports to inform the Executive Director and Directors of the division/department financial forecasts. Gathers relevant data, information and/or documentation from a variety of sources; analyzes information and documentation; conducts budgetary analysis to develop recommendations and/or course of action. Reviews and analyzes cost, schedule and contingency monthly forecast results with Safety & Security management staff.


4. Performs highly complex research, compiles and conducts data analysis and/or information gathering regarding programs, Intergovernmental Agreements, contracts and grants. Oversees composition and preparation of detailed reports. Prepare research and materials in support of Executive Director’s outreach and public presentations. Manage and coordinate the preparation of TriMet board agenda items. Via the Executive Director, prepare responses to TriMet Board requests and Board briefing materials. Ensure that such material is thoroughly analyzed, well written, and comprehensive and submitted in a timely manner. Coordinating with COO/GM's Executive staff, provide support to Executive Director in managing and coordinating meetings with the COO/GM.


5. Under the direction of the Executive Director, oversee all administrative functions for the division, including property management liaison for leased offices, member of the space planning committee, and division-wide compliance with agency administrative procedures. Develop and implement division administrative activities, including the work direction and coordination of employees and consultants.


6. Under the direction of the Executive Director, oversees, prepares and manages the grant program for the division, including compliance, RFPs, contracts and coordination of vendors. Serves as liaison with outside agency representatives and coordinates with TriMet’s grants administrator.


7. Audits and coordinates special projects for the Transit Police IGAs including District Attorney; Coordination of special projects, including TSA, and internal audits. Respond and/or assist with responses to TSGP and APTA surveys and/or requests for comments. Leads corrective actions on Internal Audits.


8. Responds to requests for information from the Commander of the Transit Police Department, COO/GM’s Office, Board of Directors; assists and/or prepares written responses as required and/or directed.


9. Conduct financial analysis and forecasting to evaluate Safety and Security programs, projects, budgets, and plans to inform management decision-making regarding service and strategy.


10. Support intergovernmental agreements and contracts for Safety and Security division, including reviewing procurement requests and providing expertise on contracts, account numbers and funding sources.


Position Requirements:

A minimum of a Bachelor's Degree is required, with a degree in Business Administration, Public Administration, Accounting or related discipline preferred.


A minimum of four (4) years total credited experience* is required.


Two (2) years of finance experience, including budgets, grants and contracts are required.


Two (2) years of Project management within safety and security, law enforcement, transportation, and/or procurement programs are required.


Two (2) years of grants administration experience are required.


Project Management certification is preferred.


Or any equivalent combination of training or experience.
