Title: Lead Software Engineer – COBOL MF

MF COBOL DEVELOPMENT

PURPOSE: This CW position will support the organization by being part of a matrixed team of software development professionals providing application development expertise using the COBOL programming language and environments to facilitate the on-time delivery for an extensive new project known as Member Transition/USPS for our highly complex, mission-critical enrollment system.

PRINCIPAL ACCOUNTABILITIES: Under the general direction of the Manager, FEP Enrollment Core Systems, the CW’s accountabilities include:

Performs and sometimes leads the detail technical design, coding, code review and testing of new applications and enhancements of existing applications in support of the Member transition /USPS project.

Provide estimates of work, assist with resource/time allocations, properly follow project life cycle, develop and document technical designs, support testing cycles and support software implementations using department-adopted Agile methods and processes. Meet with members of the project team to identify or clarify requirements to better achieve desired outcomes. Recommend technical solutions to project team and/or offer alternative solutions when appropriate in support of the Member transition /USPS project.

Testing Support: Provides technical assistance to Applications Delivery teams, Operations team, Business Clients in order to resolve Test problems that arise during project development.

Qualifications

Required: This CW position requires a BA/BS in Information Systems or equivalent experience plus a minimum of 8 years of experience as a Lead or Senior Software Engineer using the following technologies:

  • COBOL
  • CICS
  • TSO/ISPF
  • JCL
  • DB2
  • QMF
  • Rocket Shuttle
  • MVS Utilities
  • Xpediter
  • FileAid, AbendAid
  • Scripting and automation tools and techniques
  • Micro Focus/Serena ChangeMan
  • Microsoft Office Suite
  • Eclipse, MyEclipse, or Topaz/DevX Workbench IDE
  • Jira, or similar agile tracking software

Required Skills

  • At least 8 years of mainframe-based application development experience.
  • Demonstrated knowledge of COBOL applications running under CICS and/or COBOL batch applications.
  • Strongly demonstrated knowledge of DB2, including complex multi-table queries; imbedded SQL in COBOL, and DB2 batch applications.
  • Demonstrated knowledge and best practices of testing environments and processes
  • Strong testing skills
  • Excellent problem solving skills
  • Strong analytical skills
  • Excellent verbal and written communications skills
  • Familiar with structured programming techniques
  • Must be able to perform assigned tasks with minimum supervision
  • Strong documentation skills
  • JAVA experience a plus

Preferred: Knowledge of software development best practices (Kanban, Agile). Previous experience working in an Enrollment software development environment is highly desirable. Experience in the insurance and/or healthcare industry is highly desirable.

Abilities: Candidates should have experience working with teams in a heavily matrixed organization and show a propensity for dealing with the user community in a highly professional non-technical manner. Technical expertise with enrollment systems preferred. Flexibility is essential to this position.

This position will require strong application development and analytical skills, as well as the ability to learn new technologies quickly based on prior experiences with similar tools and an understanding of infrastructure. The candidate must be able to able to work independently, prepare reports to track progress as required, conduct training when needed, and prepare documentation and training materials as required.

Good organizational and documentation skills will be essential to ensuring developed source code can be interpreted by other members of the development team. Superior written and verbal communication skills and the ability to present technical terminology in a clear and concise manner to clients and colleagues of all levels are critical success factors.
