Class Description

The Baltimore City’s Department of Recreation and Parks (BCRP), Bureau of Recreation, is seeking a dynamic, results driven, goal-oriented individual to support the executive team as an Operations Specialist I “Recreation District Manager”. The incumbent will report to the Chief of Recreation Center Operations.

The Recreation District Manager is a senior staff position responsible for providing guidance and advice regarding recreational operations and programming policies. The role is critical to ensuring the operational efficiency and effectiveness of the assigned district in BCRP, managing and overseeing a budget of 1.1 million dollars and responsible for the implementation of creative, innovative recreational and educational programs for our citizens. This position requires strong alignment with the City of Baltimore’s and BCRP’s mission, values, and strategic vision, as well as demonstrated success, sound judgment and flexibility working in a complex, fast-paced environment.

Essential Functions

  • Oversee the development and implementation of priorities and strategies for recreational facilities and pools as noted in the Department's Strategic Plan.
  • Manages the District’s operating budget of over 1.1 million and a staff of approximately 60 employees.
  • Prepare and administer program budgets, develop budget recommendations, and monitor expenditures. Provide fiscal oversight ensuring that each Center is operating within its budget while providing quality services to citizens.
  • Function as subject matter expert in all aspects of recreation programming across multiple activity areas; and research, develop and approve innovative recreational programs.
  • Develop and implement training guides and desk references for dissemination to field managers and staff as directed by Senior leadership.
  • Provide leadership, supervision and oversee the operations of assigned centers and pools in accordance with the organization's policies and applicable laws, to include interviewing process, hiring and training employees and payroll; planning, assigning, and directing work; appraising performance; rewarding and coaching; addressing complaints and resolving concerns.
  • Maintain open lines of communication with internal and external stakeholders, address and anticipate program issues and concerns immediately.
  • Educate and communicate on behalf of the agency to community groups at public meetings about park related issues and city-wide agency collaborations.
  • Anticipate and quickly respond to emerging trends in recreation and resource management.
  • Maintain professional knowledge through such means as attending seminars, conferences, reviewing professional publications and participating in professional organizations.
  • Ensures compliance with all applicable Federal, State, City and OSHA laws, regulations, and programs regarding stewardship and recreation.
  • Perform other related duties as assigned.

Education And Experience Requirements

EDUCATION: Have a bachelor’s degree in recreation, recreation administration, physical education or a related field from an accredited college or university.

AND

EXPERIENCE: Have three years of experience in managing a multi-purpose recreation facility or program, including one year of such supervisory experience as disciplining, evaluating the performance of and recommending the hiring, firing and promoting of recreation personnel.

OR

NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATES: Certified Park and Recreation Professional (CPRP), Certified Pool Operator preferred.

Knowledge, Skills, And Abilities

  • Knowledge of the principles, practices, and procedures of business and public administration.
  • Knowledge of administrative practices and methods, including but not limited to Recreation and Parks program administration, planning and budgeting.
  • Knowledge of standard office management methods.
  • Knowledge of organizational structure, staffing patterns and administrative controls.
  • Ability to communicate effectively, both orally and in writing, presenting recommendations clearly and concisely.
  • Ability to establish and maintain effective working relationships with City officials, State and Federal officials, department managers, community representatives, business partners and related public groups.
  • Ability to research and write complex narrative and statistical reports.
  • Ability to maintain confidentiality of sensitive information.
  • Ability to plan, organize and direct the work of others, to include supervision and support staff.
  • Ability to exercise judgment and discretion in applying and interpreting departmental policies, laws, rules, regulations, and procedures, to include development and installment of program procedures.
  • Ability to communicate effectively; speak and testify effectively before government and legal bodies, commissions, community, and business groups.
