Position: Proposal Manager

Location: Irvine, CA / Hybrid

Position Description

The Proposal Manager will lead and manage the proposal process and all related activities to ensure quality/compliant proposals are submitted on time generating a high win ratio on proposal submissions. The ideal candidate will have significant acumen related to all aspects of federal procurement, as well as strong organization, management, and communication capabilities. In addition, the ideal candidate will be adept at multi-tasking and prioritizing projects and deadlines and executing high-quality work products under tight deadlines.

This position will work closely with DZYNE leadership, client-facing project managers, our engineering team (Software and Hardware) and marketing and development staff. This is a hybrid position based at our Irvine CA headquarters, with occasional travel to our other locations in Denver CO and Boise ID.

Required Skills And Responsibilities

  • Manages and coordinates the development of proposals (i.e. Lead kick-off meetings, proposal development and color reviews) and other related deliverables ensuring proper strategies are developed, assignments are made and submitted, milestones are met, Color Reviews are conducted, and quality is achieved from all parties involved.
  • Performs as a capable manager by communicating and negotiating project deadlines, project scope, time estimates and schedule changes.
  • Securely maintains all proposal records, manages version control, and archives electronic files to DZYNE standards.
  • Works cross-functionally to generate compliance matrices, Master Phasing Schedules and basis of estimates to enable competitive pricing and performance in proposal submissions.
  • Leads and manages the assigned proposal team for each proposal to ensure capture strategies, win themes, and discriminators for each proposal are reflected in final submissions, thereby increasing our win rate.
  • Identifies potential proposal risks and develops avoidance and mitigation strategies.
  • Possess general knowledge of US Government competitive procurement approaches and regulations (such as FAR 15, FAR 16, OTAs, CSOs, BAA, RFP, etc.)
  • Develop proposal library (i.e. Templates, outlines, compliance matrices) and annual bid/proposal budgets.
  • Ensure submissions are timely, accurate, complete and 100% compliant with RFP requirements and editorial specifications as well as corporate quality and branding standards.
  • Other duties as assigned to support the business development, marketing and proposal functions.

Required Qualifications

  • Track record of writing winning proposals in the Intelligence Community and/or DOD
  • Ability to perform at a full performance level with minimal supervision

Basic Qualification

  • Bachelor’s degree in business, marketing, communications, management, or related field.
  • 5-10+ Years federal proposal experience.
  • US citizenship required.
  • Association of Proposal Management Professionals (AMP) certification is desirable.
  • Strong working knowledge of MS Office Suite, with advanced knowledge of MS Word.

Education/Experience

  • Bachelor’s degree in business, marketing, communications, management, or related field or 7-10 years of federal proposal experience.

Clearance Level Required: Active DoD Secret clearance required.

Travel: 10%

Physical Requirements

  • This position is subject to both inside and outside environmental conditions
  • This position may require the use of Personal Protective Equipment (PPE)

Salary: $90,000 - $135,000

Salary depends on relevant work experience, education, training, essential skills, and/or other factors such as specialized or high-demand professions. In addition to the annual salary, the position will be eligible for an annual bonus.
