Job Requirements

  • Must be a U.S. Citizen.
  • Bachelor’s Degree or HR Management (HRM) certificate plus three (3) years of experience coding and processing a full range of Federal Personnel actions independently.
  • Knowledge of NFC programs including ServiceNow (SNOW), Special Payroll Processing System (SPPS), and Administrative Billings and Collections System (ABCO) billing.
  • Knowledge in processing history correction packages in EmpowHR.
  • Knowledge in processing Benefits including Federal Employee Health Benefits (FEHB), Federal Employee Group Life Insurance (FEGLI), and the Thrift Savings Plan (TSP).
  • Knowledge in researching employee bills utilizing NFC.
  • An in-depth understanding of the Federal HR laws and rules and the detailed understanding of operations HR, HR systems, and data reporting requirements for interfacing with Finance OPM systems, eOPF.
  • Received formal GPPA training from the USDA Graduate School or equivalent.
  • Ability to apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
  • Ability to handle high priority and a high volume of assignments in a production-based environment.
  • Attention to detail, data quality and data integrity.
  • Must be proficient in the use of technology including Virtual Private Network (VPN), soft phone, and Microsoft Office Suite (Word, Excel, and PowerPoint).
  • Must be able to obtain and maintain the government required security check.


Job Description *

YRCI is seeking a full-time HR Specialist (Processing) to support our Human Resources Remote Operations Center (HRROC™), located in Reston, VA. YRCI's HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts!

The Role (Fully Remote); although the YRCI home is located in Reston, VA, this position is fully remote.

  • Process Personnel Actions Standard Form (SF)-52 in compliance with Department of Homeland Security (DHS), Office of Personnel Management (OPM) and National Finance Center (NFC) rules and procedures, processes recruitments, Career Ladder Promotion (CLP), Change to Lower Grade (CLG), Detail actions, Temporary Promotions (TPRO), Law Enforcement Pay Actions, Administratively Uncontrollable Overtime (AUO), Reassignment actions etc.
  • Follow the Guide to Processing Personnel Actions (GPPA) and agency‐specific regulations; code and process SF-52s and related agency forms and documents manually and electronically to affect the full range of Federal personnel actions for Senior Executive Service (SES), General Schedule, Federal Wage System, and other employee pay systems.
  • Maintain online data in HR Information Systems (HRIS) and any automated personnel subsystems to include, if needed, electronic interface with finance and Office of Personnel Management (OPM) systems.
  • Transmit New Hire forms and documents to electronic Official Personnel Folders (eOPF).
  • Provide advice and assistance on technical matters related to employee records.
  • Prepare reports; provide for custody and maintenance of OPFs.
  • Maintain OPFs in a secured area, protected from unauthorized access in accordance with regulatory requirements.
  • Resolve personnel transaction errors by taking corrective action.
  • Review and assign work from the processing queues withing 24-48 hours of receipt.
  • Reviewing the processing spreadsheets and reports to ensure work is moving timely.
  • Review and respond to email inquiries within 24-48 hours of receipt; emails from team members, upper management within YRCI, and Agency upper management should be responded to with more urgency.
  • Review and distribute packages for bills and waivers to the Agency employees for action.
  • Provide consultative guidance to internal and Agency employees to assist with resolving complex processing and payroll issues, escalating where needed.
  • Research specific questions, coordinating with HR Specialists and resources, summarizing facts and issues, and resolving issue with customers.
  • Run daily Suspense Inquiry and Correction System (SINQ) reports and ensuring complex issues are resolved.
  • Advise programs on forms to on-board new and transferring employees to agency; assist agency employees with accessing NFC Employee Personal Page, and eOPFs.
  • Generate and distribute reports on employee rosters; execute regular reporting such as TPRO missing personnel actions, Vet preference, SF-50 verification, and SF-75 requests.
  • Prepare AUO & Leap certification letter for processing, for coding authority and remarks.
  • Research discrepancies with benefits, veterans’ preference, and Service Computation Dates (SCD), etc.
  • Support background investigations by downloading eOPFs and scheduling investigators to review.
