Manager, Payroll

The Crohn's & Colitis Foundation is a non-profit, volunteer-fueled organization whose mission is to cure Crohn's disease and ulcerative colitis and improve the quality of life for the children and adults affected by these diseases. Our work is dramatically accelerating the research process through our varied research initiatives; we also provide extensive educational and support resources for patients and their families, medical professionals, and the public. In addition, we lead federal and state-based advocacy campaigns to support medical research funding and improve patient access to care. Position Summary:

Reporting to the Vice President, Finance, the Manager, Payroll, performs a variety of functions in the preparation, processing, maintenance, verification and reconciliation of payroll records and payment of funds for organization staff. The incumbent is required to have expertise in payroll and benefit functions, general principles of accounting, auditing, and payroll, as well as significant, directly related and progressive experience.

This position requires 2 days in the Foundation's New York City office and 3 days remote work each week.

Essential Functions & Responsibilities :

Payroll Administration

  • Accurate processing and maintenance of (exempt and non-exempt) semi-monthly payroll for employees in multiple states.
  • Process legally required and/or employee requested payroll deductions (FSA, unemployment insurance, etc.).
  • Monitor all vacation, sick and personal time off for employees, and analyze departmental and organizational usage.
  • Prepare compensation forecasting
  • Oversee preparation of compensation budget and monthly projections.
  • Compensation analysis, including but not limited to year-over-year and YTD tracking
  • Prepare various payroll analysis, including information used in PP Loan/Grants and the Employee Retention Credit.
  • Responsible for the accuracy and distribution of monthly compensation reports.
  • Reconcile differences within established payroll, benefit, retirement and accounting systems.
  • Manage time & attendance system for exempt and non-exempt employees.
  • Respond to inquiries or requests for information concerning payroll.
  • Work closely with Human Resources Generalist to ensure accuracy of payroll information (new hires, terminations, status changes, etc.).
  • Responsible for the timely reconciliation of STD, paid family leave and workers compensation benefits.
  • Manage the semi-monthly administration of the 403(B) retirement plan contributions.
  • Lead internal audits of 403(B) retirement plan contributions.
  • Dissemination of annual fee disclosure notices and compensation statements.
  • Supervise and train Payroll Coordinator.
  • Ad hoc analysis and other duties as required.

Benefits Administration

  • Notification of 403(b) vesting period fulfillment and processing of employer contribution.
  • Compile 403(b) plan related information for annual audit.
  • Dissemination of annual fee disclosure notices to all 403b participants.
  • Ensure foundation is in compliance with ERISA laws.
  • Act as a liaison between benefits providers to resolve employee issues.

Qualifications

  • BA/BS degree preferred.
  • 3-5 years of direct payroll experience in a supervisory capacity.
  • 3+ years of multi-state payroll and benefits administration.
  • Proficient in Paycom.
  • Proficient in Microsoft Word and Excel.
  • Strong understanding of multi-state FLSA and ERISA laws.
  • Excellent oral and written communication skills.
  • Must be detail and figure oriented.
  • Work independently and as a team member.
  • Ability to prioritize, work under pressure and meet deadlines.
  • Coordinate a variety of projects simultaneously.
  • Must possess customer service skills.
  • Payroll certification a plus.
