Manager of Mitigation and Resilience
Position Summary
IEM is seeking a candidate to fill the Full Time role of Manager of Mitigation and Resilience. This position will play a pivotal role in guiding the overall operations and strategic direction of our Mitigation and Resilience division. This position will be responsible for developing and executing comprehensive strategies to achieve the project goals and objectives of their portfolio, ensuring meticulous management of project work plans, budgets, and schedules. Additionally, this role will also encompass significant business development efforts including building relationships with key contacts within the emergency management community, developing new business opportunities, and contributing or leading proposal development.
Our preferred candidate should have a firm understanding of FEMA’s mitigation and resilience missions, and able to provide guidance for one or all components of the Federal Emergency Management Agency (FEMA) and Hazard Mitigation Assistance (HMA), Hazard Mitigation Grant Program (HMGP), Hazard Mitigation Planning, Building Resilient Infrastructure and Communities (BRIC), and Flood Mitigation Assistance (FMA), including Swift Current. In addition, this position may require experience with other federal and state programs that may be utilized as in-kind and Global Match, such as Public Assistance (PA), Housing Urban Development (HUD) Community Development Block Grants (CDBG) programs (ex: CDBG-MIT, CDBG-DR).
Our preferred candidate will be able to provide Program Management, overseeing Mitigation and Resilience program development strategies, processes and standard operating procedures, and manage project managers, project teams, assess employee knowledge skills and abilities and time keeping.
This position reports directly to the Director or Mitigation and Resilience, and will be managing teams, projects, and interacting directly with Senior staff, clients, and teaming partners.

Primary Location:
- Candidates can originate from anywhere in the United States.
- Once hired, you may deploy (travel) across the United States, including Puerto Rico, to client sites as needed.
- All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed
- Up to 25% or more as required by clients.
Essential Functions:
- Managing the overall operation and direction of assigned programs or projects
- Managing staff and coordinating internal resources
- Managing project progress: Ensuring projects meet deadlines, deliverables, and financial expectations
- Managing relationships with clients
- Overseeing incoming and outgoing project documentation/deliverables
- Overseeing risk mitigation planning strategies
- Reviewing project reports and delivering detailed reports for executive staff
- Optimizing and improving processes and the overall approach where necessary
- Securing growth opportunities and initiating new projects
- Managing project management teams
- Identify and advise Senior staff and the client on any potential program and project compliance risks and issues as well as develop mitigating strategies
- Schedule, attend, and participate in all meetings with assigned clients as requested
- Provide strategy support to help our clients achieve national objectives and meet eligibility requirements
- Presenting and communicating programs to internal and external audiences
- Identifying and pursuing new business opportunities within hazard mitigation and community resilience
- Representing IEM at industry conferences, workshops, and meetings to promote services and capabilities
- Bachelor’s Degree in a related field such as Homeland Security, Emergency Management, Planning, or others as they apply
- Seven (7) years of relevant experience involving federal mitigation or emergency management programs.
- Proven experience in project management, including budgeting, scheduling, and resource allocation.
- Master's Degree in a related field.
- Knowledge of, and experience in, Hazard Mitigation Planning and Programs (e.g. HMGP, FMA, BRIC, etc.).
- Professional registration or certification, including Project Management Professional (PMP) Certification, Certified Emergency Manager (CEM).
- Ability to work effectively under pressure and in fast-paced environments.
- Flexibility to adapt to changing project requirements and priorities.
- Excellent leadership and team management skills, and ability to effectively communicate with clients, stakeholders, and team members at all levels.
- Starting salary is based on location and experience: $145,000.00 - $190,000.00
