provides operations personnel with support and technical assistance for administration of and compliance with the company’s health, safety, and environmental programs.
Assist in the implementation of TOS Safety Management System.
Responsible for implementing HSE training and development programs. Organize and maintain compliance within TOS operations field personnel.
Prepare, check, transmit, and control HSE documentation and forms.
Monitor HSE corrective action plans and ensure a timely closure.
Prepare measurement and analysis reports of HSE key performance indicators for their respective regions.
Support development of HSE projects and initiatives.
Advise/facilitate incident/RCA investigations to find corrective actions to prevent recurrence (all incidents below High Severity).
During site visits, utilize safety checklist to document deficiencies in safety equipment, utilization of Best
Practices, JSA’s and daily safety paperwork (Inspections, meetings, etc.). Assist crew, Service and Field Supervisors with correction of such deficiencies. Report to the Field Superintendents those areas where assistance is needed to correct deficiencies.
Responsible for observing crews performing critical and instructional type job tasks, evaluating their performance and correcting deficiencies utilizing Best Practices, BBS, Safety Tools and JSA’s. This includes stopping the job and consulting with the crew for the correct procedure or recommended practice.
Conduct environmental audits as required and ensure compliance.
Assist crews with conducting weekly Safety meetings and turning in safety related paperwork to regional HSE Manager.
Assisting the field personnel with clarification of TOS policies and procedures.
Conduct New Hire Orientations and Client/Customer Orientations
Essential Job Accountabilities:
Weekly HSE Recap report completed by 08:00 bi-weekly Mondays w/all applicable documents/attachments (assessments, safety meeting rosters, training rosters, etc)
Build and maintain good working relationships with operations personnel (Company men, Field Superintendents/Supervisors, crews)
Advise and assist in all incidents and investigations (reporting, data gathering)
Ensure all incidents are reported in accordance with incident reporting time lines
Conduct rig site visits – all new tank farm builds will have Compressive Assessment competed within 24 hrs (E. Tx) and as close to 24 hrs as possible in W. Tx.
Skills, Training and Experience Qualifications:
Must possess knowledge and skills in windows-based computer systems. Must demonstrate competency in business software packages such as Word, Excel, Access including charting, graphing and macros.
Strong knowledge of safety and environmental regulations/requirements.
Must possess strong interpersonal skills and the ability to communicate effectively at all levels of the organization.
Must possess flexibility and the capacity to handle wide range of situations and personalities.
Must possess a valid driver’s license. Must be able to travel as needed. Approximately 80% field/site based. Field Monday (if no new hires) – Friday unless otherwise directed.
Preferred Qualifications:

Previous experience in oil/gas, trucking, manufacturing, or another heavy-industrial environment
