Summary/Overview

JOB DESCRIPTION

The Program Manager will supervise Case Managers. The incumbent is responsible for assuring the agency's casework is delivered in an effective, efficient, timely and caring manner. All services and Program activities will be performed within deadline and budget standards. The Program Manager is expected to set professional standards for his/her staff's work performance and to direct their Team to be strongly committed to the agency's mission and goals. The Program Manager works collaboratively with colleagues within and outside the agency to identify, develop, implement and evaluate strategies that address issues relevant to clients' present and on-going needs which will promote elders' ability to maintain living with dignity in their community. The Program Manager will be creative in implementing new policies and procedures. The Program Manager will project a positive image and approach in daily interactions with all staff, clients, vendors and providers.

Essential Functions

  • Manage, motivate, direct, train, evaluate, participate in hiring, and discipline all Team members effectively.
  • Provide individual clinical supervision to case managers on a regular and as needed basis.
  • Conduct Team meetings at least once a month and on an as needed basis.
  • Take a creative and active approach in planning, organizing and implementing agency goals and initiate effective strategies within budget and timeframe standards.
  • Communicate agency goals to Team members and assist them in understanding how their activities relate to and meet these goals.
  • Serve as a resource regarding the interpretation of the Elder Office of Elder Affairs (EOEA) and Mass Health regulations relating to home care programs and agency policies and procedures.
  • Participate and take an active role in agency meetings, committees and task forces.
  • Project a positive image when representing the agency in meetings with community agencies, task forces, vendors, and clients and their families or representative.
  • Attend trainings to improve skills and knowledge relevant to the position.
  • Act as Step 1 Grievance Officer as per SEIU Local 509 Bargaining Unit agreement.
  • Perform other tasks or special projects assigned by the Executive Director, Senior Staff and/or Director of Home Care.

Competencies

  • Possess effective verbal, written and listening communications skills, training and presentation skills; coaching, counseling, and interpersonal skills. Problem solving and analytical skills with attention to detail is required.
  • Experience in program development, planning and implementation is preferred.
  • Experience working within an interdisciplinary Team is preferred.
  • Insight into understanding agency's mission and should be sensitive to elder and disability care.
  • Must have computer experience, and be able to perform basic data entry and utilize word processing. Experience working with MS Office suite (Word, Outlook, Excel, and PowerPoint) is required.

Supervisory Responsibility

The Program Manager will supervise Case Managers.

Work Environment

This position operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.

Physical Demands

  • The employee must be able to carry a 15 to 20 pound load
  • The employee is regularly required to talk or hear.
  • The employee is required to stand, walk, use hands to finger, handle or feel; and reach with hands and arms.

Position Type/Expected Hours Of Work

This is a full time position. Days and hours of work are Monday through Friday 9:00 a.m. to 5 p.m.

Travel

This position required up to 25% travel.

Must be able to travel to the community to perform visits at consumers' homes (may have limited accessibility), and travel under all weather conditions.

Required Education And Experience

  • Bachelor's Degree with at least three to five years social work experience required. Master's Degree in social work, psychology or related field is preferred. Licensure preferred but not required.
  • Two (2) years supervisory experience preferred. The ideal candidate will have experience in the Massachusetts Elder Service system

Additional Eligibility Qualifications

Must be able to satisfactory pass a CORI background check.
