CLACKAMAS COUNTY CHILDREN'S COMMISSION, INC. Education Services Manager

General Objective

Provide overall supervision of Education, Disabilities, and Mental Health services for the Early Head Start and Head Start center-based programs for assigned centers in accordance with Federal Performance Standards, Oregon Pre-Kindergarten regulations, and Oregon Office of Childcare regulations; support the integration of component services across the agency; and ensure that quality direct services in Education, Mental Health, and Disabilities areas are provided to all center-based children and families.

Component Oversight

  • Provide overall supervision and coordination of birth to five, center-based services in accordance with Federal Performance Standards, Oregon Pre-Kindergarten regulations, and Oregon Office of Childcare regulations.
  • Work with the Program Services Director and other Education Services Managers in overall component planning, problem solving, policy development, personnel issues, and decision-making.
  • Manage and lead Education Supervisors, Disabilities and Mental Health Specialists.
  • Actively participate as a member of the Management Team to support the integration of component services across the agency.
  • Ensure service integration between Education, Disabilities, and Mental Health services at the center level.
  • Promote service integration with external service providers, to include Clackamas Education Service District (CESD).
  • Implement internal and external referral and consultation systems for children and families who are in need of Disabilities and/or Mental Health supports.
  • Ensure implementation of case management meetings (client review meetings, IFSP meetings, CESD consultation meetings, etc.) with staff regarding child and family needs.
  • Work collaboratively with other Education Services Manager and Component Managers to ensure regular, ongoing communication and effective, cross-component service delivery.
  • Direct Agency research-based curriculum and create model lesson plans that are data-driven, child-centered, and build on children’s interests and need.
  • Coordinate inclusive educational activities and learning opportunities for continuity across centers and programs.
  • Use program and child data to develop and conduct effective training and professional development activities for education staff in coordination with other Agency components.
  • Coordinate supportive systems for inter-agency, external agency, and public school’s transitions.
  • Ensure the health and safety of children through creation and management of active supervision, zoning, and accident/injury prevention and exposure systems. (This refers to head counting, adult-to-child ratio, zoning, child incident reporting, etc.)
  • Ensure that child files, forms, and records are accurately completed within allotted timelines to document and track family/child needs and services provided (in both paper and electronic formats).
  • In collaboration with Program Services Director, oversee setup of classrooms and ensure that component materials, equipment, and supplies meet Agency needs.
  • Support Circle of Security in the Classroom (COS-C) coaching and training to assigned center staff.
  • Conduct regular site visits to monitor learning environments, curriculum implementation, and child assessment activities.
  • Oversee completion of structured classroom observations, to include: CLASS, TPOT, TPITOS, and curriculum fidelity checklists.
  • Contribute to the development and implementation of Annual Practice Based Coaching plan, in coordination with Program Professional Development Manager.
  • Assist in individualized child placement in coordination with appropriate stakeholders.
  • Strengthen rapport with local agencies through on-going communication and participation in community meetings and events.
  • Oversee the continuation of the School Readiness Committee; develop annual Agency School Readiness Goals.
  • Maintain complete and accurate records, to include completion of Component Task List items.

Personnel Management

  • Effectively and efficiently manage direct reports while modeling strong leadership skills.
  • Develop and execute an Annual Component Learning Plan for the component in coordination with other Education Services Managers. Facilitate the development and implementation of component specific trainings; provide trainings as requested.
  • Engage in, encourage, and support professional development opportunities in keeping with the organizational structure.
  • Plan and facilitate regular component team meetings.
  • Facilitate resolution of conflicts.
  • Work with the Program Services Director to plan/implement staffing assignments.

Reporting

  • Compile and submit reports as scheduled and/or requested by the Program Services Director.
  • Ensure completion of child assessment ratings for each center-based classroom 3 times per year, as scheduled
  • Ensure implementation of Annual Data Monitoring Plan schedule of monitoring and data review for respective components
  • Ensure completion of the Manage-By-Information reporting requirements on a monthly basis

Training

In consultation with supervisor, develop professional work goals and training plan. Participate in training as requested

Working Conditions

  • Primarily office environment
  • Frequent computer use
  • Frequent sitting for long periods using computer keyboard, telephone and other office machines
  • Occasional standing to file documents, make copies, faxing etc.
  • Occasional lifting up to 50 pounds, stooping, bending standing and reaching
  • Frequent work with physically active children ages zero to five
  • Moderate driving required

Requirements

Education and Experience:

Bachelor’s degree in Early Childhood Education, Early Childhood Development, Human Development, or closely-related field required; Master’s degree in one of these fields strongly preferred.

Bilingual oral and written language skills in English and Spanish required.

Three years of progressively responsible experience in an Early Childhood Education setting required; Head Start and/or Early Head Start experience strongly preferred.

Three Years Of Professional Leadership/management And Supervisory Experience Required.

Knowledge of State licensing requirements and/or Federal Performance Standards strongly preferred.

Experience working with children and adults from diverse populations required.
