Education Program Administrator

Job Summary

This position is located in the D.C. Department of Corrections (DOC), Education, Programs and Case Management Division. The Educational Services Department implements operational procedures for delivery of adult, court ordered and special educational programs for persons incarcerated in the custody of District of Columbia adult correctional facilities.


Duties and Responsibilities

This position serves as an Education Program Administrator with overall responsibility for planning, directing, implementing, evaluating, and coordinating all activities in the Educational Services Department, as well as providing senior management oversight of the volunteer and religious services departments. In this capacity the incumbent collaborates with both local and federal partners to ensure compliance of educational services offered by the DOC. Manages, analyzes, and collects data from program areas, establishes data driven metrics to evaluate overall performance, and provides access of data to relevant stakeholders. Evaluates potential improvement processes based on data; and generates data related to the economic growth of the DOC.


Performs under the administrative direction of the Deputy Director for Education, Programs, and Case Management (EPCM), who provides administrative direction with assignments by broadly defining objectives, priorities, and deadlines. The incumbent independently plans, designs, and carries out work assignments that are considered technically authoritative. Completed work is reviewed through fulfillment of program objectives, management responsibilities, and accomplishment of overall goals. Work and recommendations are considered technically sound and accurate. Directs, oversees, plans, coordinates, and implements relevant and rigorous academic programs for the DOC’s high school and adult education. Reviews and submits work plans, schedules, staffing needs, goals and objectives, to the EPCM for approval and execution.


Qualifications and Education

Must have demonstrated expertise in providing leadership in a managerial capacity to include managing staff and providing leadership in a team-based environment; securing the support and cooperation of administration managers. Working knowledge of both existing and emerging technologies related to the programs of correctional facilities, and analytical techniques designed to improve operational productivity Must have advanced written and oral communication techniques and skills.


Education: Degree that was supplemented by professional teaching or staff experience at the elementary or secondary levels that demonstrated thorough knowledge of the operation of educational programs at the elementary or secondary levels, and completion of at least one semester or the equivalent of graduate-level course work in school administration or school management, and/or curriculum development. Or possession of a permanent license or certificate for school administrator (either elementary or secondary) issued by a State, the District of Columbia, or one of the territories or possessions of the United States.


Specialized Experience: Must have at least one (1) year of specialized experience equivalent to the CS-13 grade level in the District of Columbia government service, or equivalent public or private sector. Must demonstrate expert leadership skills and forward thinking to provide managerial direction and guidance, planning and administering the goals and objectives of the various programs, and participating in annual budget.

The position is performed in an office located in a jail or detention facility and may be performed in a field setting.

Pay Plan, Series, and Grade: MS-1710-14

Collective Bargaining Unit (Union): This position is non-union

Position Designation: This position is designated as Safety Sensitive and is subject to mandatory pre-employment and periodic Criminal Background Checks. This position is also subject to mandatory pre-employment drug testing. 

TB test will be required prior to entry on duty.

If the position you are applying for is the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
