Job Description

Sherpa 6 is seeking a Director - PMO at our Springfield, VA or Littleton, CO locations. The successful candidate must demonstrate abilities to critically think to manage multidisciplinary technical aspects of programs, care for personnel, perform schedule and cost reviews and reporting, meet or exceed contract requirements, and provide regular briefings to the customer and other government entities. This role requires senior experience managing contracts in a DoD environment and leading program staff to deliver exceptional value to our customers. The Director - PMO is responsible for regular customer interactions, technical evaluation of requirements, management of awarded scope, allocation of resources. Responsibilities include overseeing program execution aspects of business development, program transition out and transition in, the execution of multiple programs, program schedule and budgeting planning as ell as development of risk and opportunity plans. The establishment and ongoing review of metrics, tasks, and processes to meet customer needs. This person should embody a passion for continuous improvement and have a minimum of 5 years of leadership experience leading other PMs or setting up a PM Center of Excellence (CoE).

Responsibilities

  • Lead the Program Management Office (PMO) personnel and sustain a professional, technical, and administrative support staff adequate to accomplish defined contractual tasks.
  • Coach and mentor program managers and PMO staff to ensure exceptional contract performance and professional growth.
  • Perform contract oversight duties in accordance with the program management plan, the contract, the FAR and DFARs regulations.
  • Perform opportunity reviews, support proposal generation, conduct red team reviews and pricing reviews.
  • Have an in depth understanding of basis of estimate generation in a DoD cost plus fixed fee environment.
  • Perform contract oversight duties in accordance with the program management plan, the contract, the FAR and DFARs regulations.
  • Perform supervisory duties for assigned managers, including training, performance reviews, and development/maintaining job descriptions.
  • Ensure subcontractor performance and assure compliance with prime contract requirements and pricing schedules.
  • Prepare and or review cost performance reports as required by contract deliverables CLINs and manage Other Direct Costs to be compliant with various contracts.
  • Identify and develop approaches to pursue new opportunities to increase the business base; manage the program new business pipeline.
  • Work with customers and the PMO to develop program strategic plans for the associated customer sites and maintain a strong customer relationship.
  • Ensure program execution policies and procedures are established and followed consistent with internal policies.
  • Plan and de-conflict resource requirements.
  • Implement a proactive program risk and opportunity management plan.
  • Define multi-program staffing requirements and execute the plan.
  • Represent the program at an executive level to customers and government representatives.
  • Develop and expand a highly skilled staff and improve our core competencies.
  • Practice and instill continued use of Continual Service Improvement (CSI)/Six Sigma practices to improve program performance, customer perception, teammate partnerships, and business and personnel growth.
  • Be versed in CMMI ML, ISO 9001-2025 and EVMS
  • Create and maintain a One Team culture across multiple sites.

Requirements

Minimum Qualifications:

  • Bachelor’s degree in business or a technical field such as technology development, engineering, or math.
  • Minimum of 15 years of overall experience in Program Management within DoD, with 5 years of recent, related experience leading technology-based efforts that include Development, Operations, and Maintenance.
  • 5 years of relevant DoD industry experience as a PM.
  • Project Management Professional (PMP) certification.
  • Must have industry management experience responsible for all aspects of program execution.
  • Engineering background or similar.
  • Experience successfully performing the PM-related functions for contracts in excess of $10M per year, including cost-plus fixed fee experience.
  • Extensive knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).
  • Experience in preparing budgets, schedules, and staffing to manage support of programs.
  • Experience managing a contract risk management program.
  • Excellent communication skills and the ability to effectively interact with subordinates and customers.
  • Establishment of executable baselines and risk and opportunity management to meet specific financial goals and obligations to the customer.Experience running agile programs.
  • Must be a US citizen.
  • Must pass a background check and drug screening.

Preferred Qualifications

  • DAWIA Level III Program Management certification.
  • Engineering background preferred or similar.
  • Military experience or a detailed understanding of DoD contracting
  • Management experience in an operation that has a high degree of configuration management and complex product integration.

Salary Range

The proposed salary range is reflective across all Sherpa 6 locations, years of experience, and skill levels. Salary negotiations will be based on a host of factors including but not limited to your geographic location, prior experience, relevant skills, education, and certifications.
