GENERAL RESPONSIBILITIES

The work is performed in a typical school office environment and involves mostly sedentary to light physical activity, typically requiring exertion of up to 20 lbs. of force occasionally and usually requires walking or standing to a significant degree. Typically, workers are required to climb stairs, bend, reach, and handle objects, and use fingers to operate computer and/or typewriter keyboard. Work requires expression or exchange of ideas and the ability to receive detailed information. Work requires ability to compare, compile, analyze, and coordinate data/ information; ability to instruct/train others; and ability to utilize effective interpersonal skills/ behaviors.

Description Of Job
GENERAL RESPONSIBILITIES
- This position reports to the Superintendent of the Colorado School for the Deaf and the Blind and is responsible for the development and delivery of outreach services by CSDB staff, to children newborn to twenty-one, their parents, educators and community members:
- Responsibility for making determinations related to all positions within the school, including responsibility for hiring and performance evaluation; and,
- Fiscal responsibility for the funds allocated to all programs under their direction.
- Develop, expand, and evaluate the delivery of outreach services provided to school districts, BOCES, charter and on-line schools, as well as families and students statewide by Outreach staff, based upon data.
- Recruit, select, assign, supervise, evaluate, coordinate, and recommend termination as necessary the work of assigned staff, consistent with school policies and procedures.
- Positively serve as a member of the CSDB Leadership Team, working in cooperation with other administrators to plan, organize and implement services; facilitate and participate in regular team, departmental, school and administrative meetings as required; support school reform efforts; and, facilitate implementation of the work of Outreach Programs in the CSDB Strategic Plan.
- Oversee the development of programs and services for students and families throughout the state of Colorado.
- Provide direction, guidance and support to students and families to maintain a positive, safe and orderly school climate, consistent with school policies and procedures .
- Maintain professional competence and growth through participation in educational /professional development activities through organizational memberships, publications, conferences, courses, etc .
- Design and implement professional growth activities for CSDB Outreach Programs staff and for other professionals in Colorado.
- Represent CSDB on statewide committees as appropriate.
- Communicate effectively with stakeholders to include Special Education Directors, parents and community members related to the needs of the stakeholders throughout Colorado. Perform other duties as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
- Master's Degree, or higher, in Special Education or closely related field from an accredited college or university, with specialization in Deaf Education or Education of the Visually Impaired, or a Special Services area.
- Must hold or be eligible for appropriate educator licensure in the State of Colorado, either as an Administrator, Director of Special Education or as a Professional Teacher, endorsed in Special Education Specialist: Deaf and Hard of Hearing or Visually Impaired (ages 0-21) with COE-approved training for teacher leaders ("evaluator designees").
- Five (5) years successful experience in the field of Deaf Education and/or the education of students with visual impairments as a teacher, special services provider, administrator, or similar position. Three (3) years of administrative and/or supervisory experience preferred.
- Preferred: Proficiency in American Sign Language {ASL) at the Level {3) skill level as demonstrated by an appropriate assessment tool and according to school policy/procedure.
- Knowledge of special education law, processes & procedures
- Knowledge of evidence-based instructional practices for students who are deaf/hard of hearing and blind/visually impaired as well as students with multiple disabilities
- Knowledge of and experience working in or supervising early intervention services for infants/toddlers
- Knowledge of Colorado Education and Early Intervention systems, to include IDEA Part C philosophy, programs and services
- Knowledge of bi-lingual education best practices for students who are Deaf
- Knowledge of Expanded Core Curriculum and accessibility needs for students who are Blind/Visually Impaired
- Knowledge of and ability to collect and analyze data for program evaluation purposes
- Knowledge of and ability to assess and apply technology to perform the requirements of the position; ability to effectively utilize a variety of computer software applications, which may include but is not limited to e-mail, Internet, word processing, electronic calendar, presentation development, spreadsheet, database, etc.; willingness to stay current and develop skills as needed with or without direct support from CSDB
- Ability to learn continually, think strategically, and provide leadership that is values- and vision-driven
- Ability to develop rapport and a shared vision of the future with staff members, school district personnel, families and students state.wide by fostering a climate of trust/harmony and effectively involving others in planning and decision-making
- Ability to develop departmental processes and procedures and hold staff accountable for implementation of identified processes and procedures.
- Ability to communicate effectively with all audiences.
- Ability and willingness to travel throughout the State of Colorado
- Ability to respond effectively and positively to feedback
- Ability to work collaboratively with others and participate effectively in team setting
- Strong, positive interpersonal skills
- Full-Time (1.0 fte); scheduled to work year-round (260 days).
