The Chicago Metropolitan Agency for Planning (CMAP) is seeking to hire a Deputy of Finance to plan, direct, and administer the Agency’s financial operations, including budget, accounting, financial reporting, grant, and contract reporting and compliance, internal controls, procurement, and payroll. CMAP is a mission-driven agency serving the 284 municipalities and 7 counties of northeastern Illinois as the region’s comprehensive planning organization.
This position will lead the Agency budget forecasting, direct the Finance division, and reports directly to the Deputy Executive Director of People and Operations. The successful candidate will lead a dynamic team of project management and finance professionals providing leadership, direction, and guidance in financial strategies, policies and procedures that promote accuracy, effective internal controls, safe investments, and efficient use of Agency resources.
Duties And Responsibilities
Develops and implements the agency’s budget and workplan to ensure fiscal health and the availability of funding to meet the operational and strategic objectives of the agency
Manages division and agency budgets based on annual work plans, including personnel, commodities, operating expenses, contractual and professional services, conferences, training, and travel.
Identifies critical budget needs, develops business case for budget, prepares cost estimates to support budget appropriation, and once approved, manages appropriate expenditures for timely completed work and services rendered.
Provides leadership, direction, and guidance in financial strategies, policies and procedures that promote accuracy, effective internal controls, safe investments, and efficient use of Agency resources.
Provides oversight over all finance and accounting functions including accounts payable and receivable, purchasing, grant and financial, payroll and benefits processing, contract administration; develops and monitors budget, revenue and expenditure trends and audit/internal controls activities of the agency.
Manages the Agency’s Enterprise Resource Planning (ERP) system and use.
Provides oversight over the agency’s procurement activities to ensure that all goods and services are procured in accordance with State and Federal procurement law and applicable funding sources and grants.
Experience Required
Bachelor’s degree in accounting, finance, business, or related field with extensive experience in public sector finance or equivalent combination of education and experience. Master’s degree preferred
Minimum of twelve years of progressively responsible professional experience managing accounting, business, public administration, public sector finance and operations management at a public agency, private firm, or civic organization.
Minimum of six years successful management experience of professional and managerial employees.
Hiring Range for Deputy: $149,802 - $183,507
