Develops, negotiates, and administers service and supply contracts and agreements. Develops new business proposals of moderate to high dollar value, risk, creativity, and complexity. Creates solicitations and contracts while analyzing cost estimates. Negotiates price, date of delivery, and other contractual and licensing provisions, to include terms and conditions, with suppliers. Reviews specifications and statement of work with originator.

Assists at bid openings and proposal meetings
Attend seminars and continuing education classes to stay current in government procurement activities
Conducts pre-bid conferences with bidders and departments
Develops and maintains effective relationships with customer contracting officials to facilitate business transactions and enhance future acquisitions
Directs the development of terms, conditions, and specifications ensuring compliance with project instructions consistent with contract terms and conditions
Evaluates requests for purchase of supplies, equipment, and services to determine appropriate procurement method
Evaluates, analyzes, tabulates and recommends bid awards to user by considering price, quality, and delivery (best value)
Initiates the coordination of purchase order closeout actions on a timely basis, including, but not limited to, review of claims, final project cost, and coordination
Maintains files and distributes bid information to end user and vendors
Monitors vendor performance
Prepares and maintains contracts and contract renewals for approval and signature as required with a wide range of commodities and values
Provides information and support for technical purchases to project staff and district personnel
Responsible to the Purchasing Supervisor and District Contracting Officer for ensuring the appropriate project procurement system is utilized
Reviews life cycle cost analysis and cost proposal development and participates in technical proposal preparation for service contracts
Serves as assistant P-Card administrator, working with the bank on declines, new cardholder set-up, training on purchases and reconciliation, MCC issues, etc.
Serves as Purchasing web administrator
