This is an intermediate-level inspection position involving the continuous on-site inspection of municipal-type construction of new facilities for the Authority with the purpose of determining that such facilities are completed in accordance with the details of the plans and specifications. Work may be assigned by the Construction Inspector Supervisor or Construction Inspector II.
Essential Duties And Responsibilities
Inspect the construction of all new facilities for the Authority for the purpose of determining that such facilities are completed in accordance with the plans and specifications.
Coordinate various tests of material and equipment, such as concrete slump tests, compression tests, and soil density tests, where needed.
Advise the Construction Inspector II or the Construction Inspector Supervisor when corrections are not made by the contractor.
Keep a daily log of all activities, weather conditions, work quantities, etc.
Verify the quantity of work accomplished on each monthly estimate, sign, and recommend for payment.
Remain available to the Contractor during all working hours for the purpose of resolving questions that may arise concerning the details of construction. May require extended work hours and weekend work hours.
Ensure that construction activities are confined to certified easements or project sites and that special conditions of easement grants are fulfilled.
When necessary, review the contractor’s weekly payrolls and interview the contractor’s employees for compliance with Davis-Beacon requirements.
Coordinate contractor’s activities with project plant operations.
Review contract documents.
Employees assigned to this position are classified as essential personnel. Essential personnel are required to report to work when scheduled during departmental and/or emergency situations, including extended periods of inclement weather when travel may be difficult. This position is essential because in the absence of sufficient personnel, the plant cannot operate safely.
Supervisory Responsibilities
This position does not regularly provide work leadership or full personnel management to any employees.

Qualifications
EDUCATION
High school diploma or GED. Sixty college credit hours in the field of math and/or physics are preferred.
Experience
Four years of on-the-job training with four years in construction-related work.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas driver's license.
KNOWLEDGE
Basic math.
Skills And Abilities
This position performs duties with minimal supervision and is responsible for its own work. Must possess the ability to recognize potential problems through various testing methods and correct or notify appropriate personnel. Must be able to communicate effectively with contractors and co-workers.
GUIDANCE RECEIVED
Receives periodic supervision and uses guidelines/range of procedures. Follows periodic direct instructions and guidelines, and uses policies and procedures that require some interpretation. Problems that cannot be addressed through an existing guideline, policy, or procedure are referred to a supervisor or more senior position. Must exercise judgment about whether to escalate issues.
WORKING CONDITIONS
Working conditions include exposure to weather and chemical hazards. The position may require relocation for an extended period.
