Compliance Specialist
Location: Louisville, KY
The primary function of the Compliance Specialist (CS) is to ensure the compliance and financial requirements of the American Rescue Plan (ARP) State and Local Fiscal Recovery Funds (SLFRF) are met. CS will serve as internal liaison to LMG Agency staff, the Louisville Accelerator Team, and grantee organizations in their roles as they relate to grant compliance.
MINIMUM Qualifications:
Related bachelor’s degree
Three years of grant, government, compliance, finance, accounting, budget preparation, budget analysis or financial analysis experience
Ability to communicate effectively and professionally
Ability and proficiency with Microsoft Office, financial reporting systems and other computer system applications
Ability to understand regulatory compliance in relation to federal and state funding
Knowledge of Generally Accepted Accounting Principles (GAAP)
An equivalent combination of education and experience may be substituted
ESSENTIAL FUNCTIONS:
Review grantee invoices for compliance with budget, grant agreement, and local and federal requirements.
Initiate and track grantee payments
Provide other work related to the grantee workflow to ensure compliance among LMG agencies and grantees.
Maintain grantee and expenditure files according to established conventions to ensure all files are audit ready
Review government contracts for eligibility
Oversee LMG Agency approved expenditures to ensure all are consistently aligned with grants and program budget throughout the grant/fund period
Work with LMG Agencies to develop and implement processes to ensure grant compliance
Provide compliance update reports to management as needed
Provide technical assistance to agencies and grantees regarding grant activity, reimbursements and required funding source reporting
Participate in staff meetings and development activities as needed
Perform other duties as directed by supervisor
EXAMPLES OF DUTIES:
UNDER ADMINISTRATIVE SUPERVISION
Analyzes accounts, statements and reports to ensure transactions are recorded according to accounting principles and resolves discrepancies
Prepares correspondence and documents and completes special projects
Prepares financial reports in relation to compliance of the ARP recipients
Provides reimbursements and required funding source reporting
Meets with departments and establishes compliance procedures for grants
Develops and maintains communication and effective working relationships within LMG Agencies
