Position Summary

Under the direction of the Director of Outpatient Services and requiring independent judgment in the application of established procedures, develops implements and manages the mental health and social services delivery system for children and families who receive treatment and case management support through RCS. Primary management responsibilities are focused on the daily provision of services and management of resources to its Outpatient , Outpatient Intensive Mental Health, Clinical Field Practicum, Dual Diagnosis (through Advent Group Ministries and First Five programs) and referrals from various partners including County, education, and other community members . Development and maintenance of these programs will require the ability to represent RCS clinically to outside contractors and consumers, manage resources, explain to/instruct others, persuade, and negotiate issues involving therapeutic treatment, job performance, and job-related matters of unusual complexity . The CPM will develop systems that will ensure the accountability of staff to department and agency goals and objectives and will participate in Performance Quality Improvement exercises to engage in practice improvement toward the goal of meeting the mental health needs of the RCS community.

Typical Responsibilities And Duties

  • Provides leadership and oversight in the area of compliance to policies, procedures, and documentation congruent with State and County requirements, and all regulatory agencies.
  • Participates in internal audits and assists in preparation for County, State and Federal audits.
  • Provides clinical supervision to interns/trainees and clinicians as per the guidelines of licensing and accrediting bodies.
  • Is responsible for departmental benchmarks, goal setting and contract compliance.
  • Develops and maintains positive working relationships with partner agencies, county entities and consumers.
  • Promotes cultural awareness and competence within individual programs and the agency as a whole.
  • Participates in the selection , hiring, training and supervision of clinicians assigned to department.
  • Supports the ongoing development of a service delivery system aligned with the Transformational Care Planning model adopted by Santa Clara County (2011) . Maintains familiarity with current industry standards and develops training plans to ensure that clinicians are fully resourced to deliver high-quality, evidence-supported service .
  • Supervises clinicians and trainees to high standards of service delivery, client satisfaction and accountability to best practice standards. Provides and/or procures required trainings and learning contracts to meet the ongoing clinical needs of the department.
  • Maintains a small active caseload of clients.
  • Assists in the development of and refinement of P QI documentation and data collection systems .
  • Demonstrates an understanding of confidentiality policies, mandated child abuse reporting and duty to warn procedures.
  • Exercises appropriate stewardship of resources based on contract budgeted rates.
  • Conducts yearly performance reviews of direct reports.
  • Perform all other duties as assigned.
  • Every employee has the opportunity and responsibility to participate in one or more activities each year that support the performance quality improvement (P QI) of RCS programs and services. Activities might involve mem bership on a P QI committee or work group, service as a peer reviewer, data collection for P QI and eval uation purposes, completion of P QI questionnaires and surveys or participation in focus groups, or oth er activities as identified by P QI committees or work groups.

Minimum Qualifications

EDUCATION, TRAINING AND EXPERIENCE:

  • LCSW, LMFT, LPCC or equivalent preferred
  • Current registration with the California BBS or the Board of Psychology required .
  • Two (2) Years Post Licensure status and eligible to provide clinical supervision to others, preferred.
  • Minimum of three (3) years of experience in a mental health setting working with children and families, preferred .
  • Minimum of One (1) year supervising/management of employees, preferred.
  • Bilingual/ Bicultural (Spanish/English) preferred.
  • Training experience, preferred.

License(s)

  • California license (LCSW, LMFT, or PhD) required .
  • California driver’s license (and good DMV report)

Knowledge and Skills

  • Advanced skills in brief, cognitive, behavioral, and family therapy .
  • Advanced skills in crisis intervention, suicide assessment, conflict resolution, interpersonal communication, clinical supervision, and team management.
  • Ability to maintain a positive perspective in the treatment and care of emotionally disturbed youth and their families.
  • Knowledge of principles of developmental psychology, including physical, mental, emotional maturation pattern, and special needs and problems of adolescents and younger children, basic learning, communication, interviewing, and counseling techniques . Ability to develop and maintain a creative and optimistic spirit.

Special Requirements

  • Must be able to meet and receive a criminal records clearance as required by Title XXII licensing regulations.

Physical and Mental Requirements

The following are required in day-to-day performance of the duties of this position:

  • Sitting, walking, standing, grasping (simple), and visual/auditory acuity are constantly required (over 2/3 of the workday).
  • Bending, squatting, kneeling, twisting, lifting, reaching, and pushing/pulling are required occasionally (under 1/3 of the workday).
  • Climbing and crawling are generally not required .
