Full Hourly Range: Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full hourly range for this position is $29.05 - $42.92/hr. The budgeted hourly range that the University reasonably expects to pay for this position is $29.05 - $34.87hr.

Brief Summary Of Job Duties

Under the direction of the Library's Unit Head for Circulation and Course Reserves, manages library technical billing processes and actions in the online Integrated Library System (ILS). Acts as a public services and technical liaison with Library Business Operations and campus BARC (Billing Accounts Receivable Collections) office. Determines responses to billing appeals and communicates decisions to patrons. Develops, recommends, and implements billing policies, procedures and operations. Informs and implements local response to UC systemwide billing process and policy planning. Manages other library billing and collections operations in Circulation and Course Reserves. Processes library and faculty-owned items for Course Reserves within the framework of the Course Reserves life cycle. Manages periodic jobs on the Integrated Library System (ILS) related to library inventory and patron information to keep system and user data in compliance with Library, campus, and UC guidelines and to maintain current inventory in ILS for lost items. Using a high degree of independence, is responsible for the operations of the Services Desk during their assigned desk time and as a backup during all other times, including supervising 3-4 and contributing to the evaluation of 15-20 student employees. Answers patrons' informational and directional questions and inquiries pertaining to the Library and refers patrons to specialized information, services, and other resources with a high level of accuracy. As supervisor-on-duty, performs specialized tasks that can only be performed by Services Desk Supervisors and responds to issues escalated from student employees. May work nights, weekends, or holidays, as needed.

Required Qualifications

  • Associate's Degree or higher or equivalent experience and/or training.
  • 1-3 years library experience and/or equivalent combination of education and work experience.
  • 1 year billing systems knowledge.
  • 1 year customer service experience.

  • Bachelor's Degree or equivalent experience and/or training.

Job Functions And Percentages Of Time:

  • 35% - Public Service Billing Coordinator:Manages library technical billing processes and actions in online Integrated Library System (ILS). Serves as public services and technical liaison with Library Business Operations and campus BARC office to support the billing and crediting of Library fines and fees. Develops, recommends, and implements billing policies, procedures and operations. Using paraprofessional knowledge of library principles, informs and implements local response to UC systemwide billing process and policy planning. Resolves complex billing issues or questions from patrons as referred (via email, telephone, and in-person), consulting BARC, ILS, and policies as needed. Accepts and reviews billing appeals, weighing information provided by patron, available in the ILS, and/or related to physical material conditions upon receipt. Communicates appeal decisions to patrons and acts on decisions made. Consults with Unit Head or Director when appropriate. Assesses damaged material upon return and consults with Mending unit to determine fine amount. Follows workflow for minimal nonstructural damage such as pencil, pen, or highlighter markings. Manages incoming Library Card checks or money orders for deposit. Manages additional library billing and collections operations in Circulation and Course Reserves. Responsible for reviewing quality control of billing functions across unit and department. Consults with Unit Head or Director as needed.
  • 20% - Integrated Library System Management: Administers workflows in ILS involved with quarterly patron purge as well as those to close lost loans to ensure compliance with UC guidelines regarding user information. Performs system jobs to find and assign patrons’ ARIDs/perms for billing, quarterly or as needed. Processes reports from ILS regarding overdue materials. Troubleshoots and resolves complex discrepancies in reports and in ILS billing functionality. Develops, implements, and manages other jobs in ILS as needed related to billing, patron database management, ILS cleanup, and inventory as needed. Recommends and implements related policies or procedures.
  • 15% - Course Reserves Processing: Uses Course Reserves system to determine processing needs for instructor requests. Retrieves requested materials from various library collections and receives faculty copies for Course Reserves processing. Creates item catalog records in ILS and marks faculty copies using Course Reserves system, ILS, and Excel. Searches in catalog and other library resources to verify faculty copy publication information and call numbers. Processes library copies and electronic material for Course Reserves. Using knowledge of ILS, places item holds and recalls on titles as needed. Determines when to initiate searches for lost items. Forwards records of materials that need to be ordered for Course Reserves to the Supervisor responsible for processing Course Reserves orders. Maintains records of materials in process, circulation, and when sent for mending. Performs duties pertaining to the removal of Course Reserve material from Course Reserve and the preparation of faculty copies for mailing back to instructors. Responds to faculty and student inquiries via email, telephone, and in person regarding Course Reserves.
  • 20% - Services Desk Management: Using a high degree of independence and discretion, manages the operations at the Services Desk during the assigned schedule and all other times as a backup, regularly opening and closing. Applies paraprofessional knowledge of library concepts and systems in resolving patron inquiries. Exercises informed, individual judgment as needed. Provides answers to patrons’ informational and directional questions pertaining to the general collections and other Library resources and refers patrons to reference-related services or other areas as appropriate, with a high level of accuracy. Consults with Unit Head or Director as necessary. Directs 3-4 students per hour (of 15-20 students) at the Services Desk, determining work priorities and monitoring student performance. Trains new students in Circulation and Reserve procedures and policies. Provides input to Student Supervisor regarding student performance and evaluations. Uses ILS, discovery system, and Course Reserves system to conduct Library collection transactions, Interlibrary Loan transactions, and Course Reserves processes at the Services Desk. Creates on-the-fly item records for library materials presented at the Services Desk when needed. Communicates Library and departmental policies and procedures. Provides library users with information pertaining to their library accounts. Maintains patron confidentiality as required by University policies. Issues library cards and creates accounts as needed with appropriate borrowing privileges and for proper fees where applicable. Explains library privileges to patrons and provides initial instruction in using Library and online Library accounts. Uses Cybrarian software to issue and renew guest logins for public computer usage. Troubleshoots and resolves problems with guest logins. Assists patrons in the use of self-checkout machines. Troubleshoots patron problems with self-checkout machines when malfunctioning. Involves IT as necessary. During evacuations of the Library, supervises Circulation student employees at the evacuation point until it is safe to re-enter the building. Responds to building and safety issues that are reported to the Services Desk, alerting Library Building Operations and emergency services when necessary.
  • 10% - Miscellaneous: Maintains and updates specialized Wiki pages as assigned. Participates in staff meetings and planning of operations. Recommends policy and procedural changes. Participates in professional development activities. Serves on Library committees, as applicable. Completes other duties assigned, including assisting other units in Access Services as needed.
