Duties

At the recommendation of the Homeland Security Advisory Council (HSAC), the Office of Strategy, Policy, and Plans (PLCY) is establishing a Supply Chain Resilience Center (SCRC). The SCRC's overarching goal is to coordinate DHS efforts to safeguard critical supply chains and associated infrastructure against all hazards, including nation state threats. The Center will leverage the Department's full range of authorities, expertise, and data sources to holistically assess and mitigate supply chain risk. The Center will collaborate with Components to outline supply chain risks, forecast the impacts of potential supply chain disruptions, and develop recommendations appropriate for DHS-wide responses to those disruptions.

Expected Tasks

  • Lead a team of analysts to conduct research and analysis using all available qualitative and quantitative data and research methodologies to inform supply chain policy development.
  • Advise the SCRC Director in the development of SCRC goals, projects, and objectives.
  • Liaise and coordinate with DHS Components and interagency partners to inform SCRC activities.
  • Communicate SCRC priorities and expectations to relevant DHS partners, and interagency stakeholders.
  • Prepare and contribute to reports, special projects, and presentations, ensuring products provide appropriate and viable options, and are coordinated with PLCY and Components.
  • Prepare briefing materials, talking points, executive summaries, and policy documents for PLCY senior leadership.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required:

  • Experience leading a highly motivated, diverse team of employees toward short, medium and long-term deliverables.
  • Knowledge of and access to existing internal and external data and written products that may be available to inform cross-sector analysis.
  • Familiarity with DHS and Component authorities that may be leveraged to support supply chain disruptions.
  • Ability to assess what information is essential, useful, and unnecessary in the development of the cross-sector analysis and/or Department-level policies.
  • Ability to clean, filter, analyze data to draw reasonable conclusions about vulnerable supply chains.
  • Experience drafting high-quality qualitative and quantitative products for senior leadership.
  • Strong verbal and written communications skills.

  • DHS does not offer any additional benefits beyond that which the Federal employee is already receiving.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
  • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
  • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
  • Phase 3: Complete a final review within the last 30 days of the JDA.
