One of the oldest and largest human services organizations for New Americans in the region, IINE serves more than 9,000 people each year in Boston and Lowell, Massachusetts, and Manchester, New Hampshire. Position Title: Bilingual Spanish/English Unaccompanied Children's Program Director

  • Starting Salary: $103,000

Overview

The Director is responsible for leading the UCP, consisting of supervisors, specialists, coordinators and case aides that provide culturally and linguistically appropriate home study and post release services to unaccompanied children, in partnership with USCRI. The Director ensures compliance with USCRI and ORR policies, provides guidance to the regional supervisors, completes onboarding and training for new staff, plans coverage for vacancies, and creates the budget narrative for the program.

Responsibilities

  • Supervise and provide feedback to Regional Supervisors, Quality Assurance Specialist and Community Outreach and Education Coordinator.
  • Conduct weekly check-ins with Regional supervisors to ensure they are providing appropriate supervision and support to caseworkers.
  • Direct program staff efforts to ensure child welfare principles and social work best practices are central components of home study and post release services.
  • Provide guidance to Regional Supervisors with connecting program staff with Child Protective Services, law enforcement, and other child welfare agencies as needed.
  • Review and guide onboarding and training practices for new program staff to provide culturally and linguistically appropriate home study and post release services.
  • Ensure Regional Supervisors are supporting their teams to meet high standards of record keeping in accordance with USCRI and ORR instructions/procedures.
  • Develop working relationships with community service providers to address the needs of immigrant population, including advancing immigrant access and eligibility for services, resolving immigration status issues, resolving financial issues, pursuing UC legal rights, ensuring access to education, and procuring work authorization.
  • Participate in regular training and communication sessions with all staff including Regional Supervisors.
  • Assist with screening, interviewing, hiring and onboarding of new staff.
  • Create budget narrative.

Required Skills/Abilities

  • Fluency in Spanish is required; proficiency in additional languages a plus.
  • Must possess extensive knowledge of the local resources available to immigrant communities.
  • Excellent organizational, verbal, written, and interpersonal communication skills.
  • Demonstrated ability to?prioritize?duties independently, think strategically, and multi-task?in a fast-paced environment.
  • Must have a valid driver's license, insurance, a clean driving record, and personal transportation; position may require some local and long-distance travel with limited notice.
  • Dedication to the human rights of refugees, immigrants, asylum seekers and displaced people.
  • Work well under pressure.

Education & Experience

  • Active social work licensure preferred.
  • At least two years of supervisory experience required.
  • Master's degree (MSW) or an equivalent advanced degree in a behavioral science (e.g education, psychology, sociology, criminology) or social service field is highly preferred; or a bachelor degree in one of the aforementioned sciences, plus five years of relevant employment experience that demonstrates both supervisory and case management experience.
  • At least three years’ experience working with unaccompanied children, immigrants, home placements, and/or child welfare required.
  • Demonstrated experience implementing child welfare programs and policies, evaluating child placements, conducting home study assessments and ensuring family preservation is required.

Work Environment Conditions

  • The Director is expected to travel, working primarily remote; the position requires access to reliable transportation.
  • Exposure to bright, overhead office lighting, use of office technology such as laptops, printers, mail machines, and other in-office equipment.
  • Occasional night and weekend events work.

Physical Demands

  • Occasional lifting, pushing, and pulling materials (boxes, equipment) of at least 50 pounds.
  • Continuous sitting (or standing) at a desk for long periods of time.
  • 2x/mo travel to the Boston office
  • Occasional driving to IINE’s three offices, and other locations in the Boston, Lowell, and Manchester areas.

Covid-19 Policy

IINE does not require applicants for most positions to show proof of Covid-19. Some federal contracts, however, require IINE staff to show proof of Covid-19 vaccination, and some immigration status adjustments, such as a Green Card, require proof of Covid-19 vaccination as well. Consequently, for some positions, IINE staff may be required to show proof of vaccination, and in others, IINE staff will be supporting clients who are required by law to have proof of vaccination in order to adjust their status in the United States.
