Aviation Business Development and Program Manager

S3, Inc. is currently seeking an Aviation Business Development and Program Manager to provide BD and PM support to our Daleville, AL operations, including Ft. Novosel.

Description

Performs duties as the primary S3, Inc. business representative for the Fort Novosel community. Interacts on a social and professional level with the Army Aviation senior leadership to establish relationships and networks that enable pursuit and capture efforts. Refines and implements S3, Inc. aviation support strategy, initially across the Army's Aviation enterprise, evolving to support other service components. Provides overall management and administrative efforts for several contracts and leadership for subordinate Team/Task Leads and multiple personnel, ensuring that the requirements for the Performance Based Work Statements or Statements of Work are accomplished.

Responsibilities

  • Prepares pursuit and capture plans to identify potential but related efforts associated with identifying customers and other potential customers in this field.
  • Constructs bid and proposal estimates to gain support and resources.
  • Engages with current and future potential customers in this field and others as opportunities are identified.
  • Presents corporate briefings to current customers and future potential customers. Attends industry days, social events, and professional sessions to identify potential opportunities.
  • Responds to Sources Sought, RFIs, and RFPs. Participates in Color Team reviews. Contributes written responses as part of a collective team effort.
  • Implements and manages all aspects of the contract within the Ft. Novosel portfolio in accordance with the contract documents which includes developing and documenting plans to ensure all requirements are met.
  • Coordinates a marketing plan with the Huntsville Headquarter Office (HHO) in order to promote S3, Inc. business interests in the Ft. Novosel and surrounding areas.
  • Plans and identifies the required labor resources to meet the requirements.
  • Monitors all costs and schedules associated with implementing tasks and projects within the scope of the contract and makes any necessary changes to maintain the project on schedule and within budget.
  • Serves as the liaison with contracting officers to maintain project communication.
  • Provides site management and oversight of the S3, Inc. facility in Daleville, AL.

Qualifications

  • Retired Senior Officer, Warrant Officer, or Non-Commissioned Officer with prior experience serving in senior aviation leadership positions at Ft. Novosel, the Pentagon, or within PEO Aviation.
  • Bachelor’s Degree; Master’s Degree preferred.
  • A minimum of 15 years of management experience with at least 15 years of related experience in Army Aviation and a minimum of four (4) years as a Program Manager on Aviation training related tasks.
  • Experience working at echelons above Brigade level supporting DoD programs.
  • Strong verbal and communication skills to include interfacing with Senior Executive Government personnel to include flag officers.
  • Demonstrated ability to develop and successfully implement strategies related to organization, problem identification and solutions, and the development of business opportunities.
  • Secret Security Clearance.
