Job Description

Under general supervision, provides professional accounting and auditing services for the City of Galveston and the City’s component units. The Auditor I will assist with auditing the accounting, financial data, and operational functions of various departments within the City of Galveston to ensure accuracy and compliance with government guidelines and laws.

ESSENTIAL FUNCTIONS : Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Prepare and present reports that reflect audit results and document process.
  • Prepare and compile audit work papers; prepare reports and provide documentation to support the audit reports; verify reports against source documents and records to ensure accuracy.
  • Identify improper accounting or documentation.
  • Prepares Revenue Monitoring Audits, analyzes data, coordinates communication, gathers pertinent information, creates custom spreadsheets, and writes audit reports for Sales and Hotel Occupancy Tax.
  • Performs research regarding accounting and auditing best practices.
  • Prepares and implements a variety of accounting transactions.
  • Responds to information requests both internally and externally.
  • Auditing Hotel Occupancy Tax for the Short-Term Rentals and Hotels in the City of Galveston.
  • Auditing companies within the City of Galveston for Sales Tax compliance.
  • Conducting special studies for management, such as those required to discover the mechanics of detecting fraud and develop fraud prevention controls.
  • Auditing business records for compliance with Local, State, and Federal Laws.
  • Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information.
  • Performs other duties and special projects as required or assigned.
  • Employees may at any time be required to work to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

Knowledge And Skills

Knowledge:

  • City organization, operations, policies, and procedures.
  • Knowledge of commonly used accounting and auditing concepts, practices, and procedures.
  • Generally Accepted Accounting Principles (GAAP) and General Accepted Government Auditing Standards (GASAS).
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to communicate effectively.
  • Ability to maintain working relationships with municipal officials and the general public.
  • Business and personal computers; word processing and spreadsheet software; Outlook and other general office equipment and computer applications.

Skill In

  • Handling situations requiring diplomacy with professionalism, fairness, and sound judgment.
  • Providing efficient customer service.
  • Multi-tasking in a fast pace high-volume environment.
  • Strong and effective written and verbal communication skills, including the ability to facilitate public meetings; communicate effectively, orally and in writing with professionals, customers, coworkers, City officials, and other agencies.
  • Performing data entry with a high degree of accuracy.
  • Understanding and applying City policies and procedures and applicable federal and state regulations.
  • Explaining City policies and procedures.
  • Establishing and maintaining cooperative working relationships with all levels within the City.
  • Communicating effectively verbally and in writing.
  • Organizing and maintaining records and analyzing data.

Minimum Qualifications

Bachelor’s Degree in Accounting AND one year’s experience in accounting/finance operations.

License And Certification

None.

Physical Demands And Working Environment

Work is performed primarily in a standard office environment. Must be able to operate various automated office machines, including computers, typewriters, calculators, copiers, and facsimile machines. Must be able to move around in an office environment. May be required to lift and carry items weighing up to 15 pounds.
