Job Summary/ Essential Job Functions:
To assist with VNC backlog (200+). About 150 are from between 2016 – 2020, so they should not be in a pending que – a decision should have been / needs to be made. There are about an additional 40 that are from 2021, and so a decision should have been made on them, as well. Then that just leaves about 70 pending, which I would need help to go through so that I can make some decisions to move them along. The candidate could also help move things along a bit more quickly with the vendor holds. Comprehensive document review for business integrity and to make determinations as to whether a vendor is responsible or non-responsible (i.e., determinations as to whether vendor has the capability in all respects to perform fully the contract requirements and the business integrity to justify the award of public funds).
Duties:
Prepare non-responsibility determinations based on vendor’s failure to meet the standard at item 1. above
Communicate with vendors to request timely/appropriate responses to Vendor Name Check issues
Legal Research & Writing
Prior experience with NYC Procurement/Contracting – Vendor Name Checks (VNC) responsibility determination and MOCS Passport system (highly desired)
The selected consultant is required to maintain confidentiality regarding all work performed
Minimum Qualification:
Admission to the NYS Bar
One year of satisfactory US legal experience subsequent to admission to any state bar.
