The City and County of Honolulu is seeking applicants to fill position of a Applicant Tracking System Manager (Human Resources Specialist V) for the Department of Human Resources (DHR), Enterprise Resources Planning Branch.


This position is responsible for the professional management, oversight, and effective deployment of the City and County of Honolulu's online recruitment, application, screening, and referral portal (NeoGov) to maximize the portal's utilization and efficiency for applicants to City positions and internal City human resources and administrative staff.


Responsibilities include:

  • Management and administration of all City users of the portal, monitoring applicant utilization and feedback, managing workflow.
  • Ensuring confidential applicant information is accessible only to appropriate individuals, and ensuring optimal use of technology to recruit job seekers for vacant positions within the City and efficient, timely processing of applications for hire.
  • Collects and analyzes data, generates reports, recommends changes or improvements to existing system utilization; keeps abreast of cutting edge technology in the fields of recruitment software and applicant tracking systems and recommends best practices and standards.


Salary: $5,713.00 - $6,682.00 Monthly

EDUCATION REQUIREMENT:

Equivalent to graduation from a regionally-accredited four year college or university with a bachelor’s degree.

  • SUBSTITUTION TO EDUCATION REQUIREMENT: Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.


EXPERIENCE REQUIREMENT:

Three (3) years of progressively responsible professional (post-bachelor's degree, non-clerical) human resources management work experience in human resources information systems, one (1) year of which shall have been representative of work at the Human Resources Specialist (HRS) IV level.

  • QUALIFYING EXPERIENCE: Experience at the HRS IV level must have involved independently performing the full range and variety of assignments in the area of human resources information systems. Such experience must have demonstrated knowledge of enterprise-wide human resources information systems, human resources business processes; objectives and relationships between human resources programs; management and monitoring of workflow and security requirements for human resources applications; transition, training and change management concepts, techniques and activities; and report design, development, analysis, and interpretation.
  • NON-QUALIFYING EXPERIENCE: Most work experience in a supervisory or managerial position includes some responsibility for human resources functions. However, if the primary responsibility of the position is not concerned with professional human resources management work in human resources information systems, then such experience is not considered qualifying. Clerical or technical experience in a personnel program involving work which is limited to the application of personnel rules, regulations, and procedures in support of the personnel functions described above is also not considered qualifying. Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
