This is an open competitive recruitment, open to all qualified applicants. This unclassified position is appointed

by and serves at the pleasure of the Director of the Nevada Department of Agriculture (NDA).

Department Description

The NDA's mission is to preserve, protect and promote Nevada agriculture. Through its five divisions of

Administrative Services, Animal Industry, Measurement Standards, Food and Nutrition, and Plant Health and

Compliance, and 225 dedicated employees, the NDA supports agriculture and food manufacturing industries

while also ensuring and protecting a safe food supply, worker safety through regulatory and administrative

practices, and public and environmental health. The NDA also provides oversight for the United States

Department of Agriculture's school and community nutrition food distribution programs, ensuring food security

for all Nevadans.

The Position

The Administrator serves under the direction of the Deputy Director and is responsible for the management of

the activities of the Department relating to fiscal, accounting, and other administrative services. The

Administrator leads a team of 17 full-time employees, three of whom are direct reports, and oversees an annual

budget of approximately $288 million. Occasional travel to the Las Vegas and Elko offices will be required.

This position is part of a talented group of Division Administrators who are not only responsible for the day-to-

day activities of the NDA, but also collaborate and share ideas on process improvements to execute the NDA's

mission.

unique needs of each program to create a cohesive organization.

  • Leading collaboration within the financial, facilities and IT teams to develop and accomplish

goals and objectives aligned with the NDA's strategic plan.

  • Collaborate with fellow state departments and other partners, including the Governor's Finance

Office and the Legislative Counsel Bureau.

  • Leadership
  • Oversee staff and suggest/vet process improvements and create innovative ways to work with

NDA programs.

  • Discover and create new cross-training opportunities to bring employees a closer understanding

of the importance of their work.

LOCATION:

Sparks, Nevada.

Sparks/Reno is located at the foothills of the Sierra Nevada Mountains. Carson City, Lake Tahoe and historic

Virginia City are each within a half-hour drive. The area offers excellent hunting, fishing, boating and skiing.

The climate is seasonal. Summers are warm and dry with cool evenings; winters are cold and dry with

moderate snowfall. Low taxes; no state income tax.

APPROXIMATE Annual Salary

Up to $124,671 plus benefits* (Salary range reflects retirement (PERS) contributions by both the employee and

employer. An employer-paid contribution plan is also available with a reduced gross salary).

Medical, dental, vision care, life and disability insurance programs are available; eleven paid holidays per year;

three weeks of annual leave; three weeks of sick leave; state defined benefit retirement plan; tax-sheltered

deferred compensation plan available. State employees do not contribute to Social Security; however, a small

To Qualify

Preference will be given to candidates with a bachelor's degree and five (5) years of related professional work

experience OR a master's degree and three (3) years of related professional work experience in accounting,

financial analysis, corporate and/or public fiscal management, OR an equivalent combination of training and

experience deemed qualifying by the Department. The Administrator must have experience evaluating processes

and implementing innovative solutions striving to improve services to industry and internal customers. A

successful candidate will be a dynamic leader and positive thinker who can lead a team to reach the NDA's goals

and implement smart solutions aligned with the department's strategic plan and mission.

utilization and maintenance; and/or communication equipment and office support services.

  • Formulate, develop and monitor comprehensive agency and/or program budgets; research and compile

information regarding proposed purchases, expenditures and contracts; prepare and present oral and

written justifications for budget proposals; compare expenditures against spending authority; approve

transactions; develop revenue and expenditure forecasts by analyzing historical fiscal data and trends and

assessing program needs.

  • Plan, organize and oversee agency/program accounting functions; develop, implement and revise policies

and procedures related to the collection and disbursement of funds; establish and monitor internal control

procedures and reporting processes; oversee the development and enhancement of automated systems used

to maintain records and generate reports; prepare, review and distribute financial reports to management

and external agencies; assist internal and external auditors by providing requested information.

  • Work collaboratively with representatives of other State agencies, federal and local jurisdictions,

regulatory agencies, vendors, contractors and others in the community to coordinate activities, provide and

obtain information, resolve problems, and represent the interests of management.

  • Analyze and resolve operating and fiscal management problems; prepare, review and evaluate a variety of

materials including financial reports, budget status reports, contracts, leases and other documents in order

to identify problems and trends, develop solutions, and advise management on alternative courses of

action; research and interpret documentation related to assigned functions to determine applicable

precedents, regulations and/or administrative guidelines.

  • Oversee activities related to budget, fiscal management and other assigned areas of responsibility to ensure

compliance with applicable laws, regulations, policies, administrative guidelines and standards.

  • Oversee the preparation and maintenance of comprehensive records related to budget, accounting, fiscal

management and other areas of responsibility; develop retention schedules and policies in accordance with

legal requirements and State regulations.

  • Plan, organize and manage programs and activities in assigned areas of responsibility; develop and

implement goals and objectives; review and evaluate outcomes and results; assess program effectiveness

and propose enhancements to improve efficiency and effectiveness; develop innovative solutions to

operational problems; train, supervise and evaluate the performance of other personnel as assigned.

  • Identify, plan, and coordinate capital improvement projects; develop project specifications; evaluate bids;

present and defend project proposals and status reports; and monitor construction and repair activities.

Working knowledge of facilities, IT, and Nevada State financial services.

  • Ability to review accounting processes and make changes for efficiency and paperless work. Knowledge
