HOURS OF WORK: 4/10's, 7am-6pm, M-Th Reporting to the Director of Finance, the ideal candidate for Accounting Manager would demonstrate an in-depth knowledge of accounting and reporting in compliance with federal, state and local regulatory requirements; extensive experience in governmental accounting and reporting, financial management reporting; and experience with the implementation of or enhancements to ERP systems, including continuous process improvements with delivered efficiencies. Experience with Oracle EBS and proprietary/enterprise fund accounting is highly desirable. INTRODUCTION: Human Resources will screen applications and resumes. GENERAL PURPOSE Under direction, manages, evaluates and participates in the development, analysis and maintenance of financial and accounting records and reports for the Las Vegas Valley Water District (LVVWD), the Southern Nevada Water Authority (SNWA), and various other entities for which the LVVWD is responsible (altogether the "District"); manages and participates in the preparation of financial statements and reports required to meet state and federal regulations; develops and works in coordination with other divisions to update and maintain short- and long-range financial models to forecast future revenue needs and capital funding requirements; works with the Chief Financial Officer and other executives and managers to develop financing and funding alternatives and approaches; and performs related duties as assigned. DESIRED MINIMUM QUALIFICATIONS Knowledge of: Theory, principles and practices of public agency accounting, including financial statement preparation and methods of financial control and reporting; practices and terminology used in general, fund and governmental accounting; provisions and pronouncements of accounting standards applicable to the work, including GAAP, GASB and GFOA; principles, practices and methods of cost and fixed asset accounting; internal control and audit principles and practices; laws and regulations relating to the financial administration of public agencies and utilities, including the Nevada Revised Statutes and other federal, state and local laws, regulations and court decisions applicable to the work; methods and techniques, computer tools and software and formulae applicable to conducting sophisticated financial/statistical analysis, modeling, data management and manipulation; principles and practices of business data processing, particularly related to the processing of accounting information and the interpretation of input and output data; principles and practices of effective management and supervision; District human resources policies and labor contract provisions. Ability to: Plan, organize and evaluate the work of staff engaged in performing complex accounting and financial reporting functions in the Finance department; analyze and make sound recommendations on complex financial data; select appropriate methodologies and perform complex mathematical and statistical calculations and analyses; prepare clear, concise and comprehensive financial analyses, reports and presentation materials; understand, interpret, explain and apply District and state policies and laws regulating financial accounting, reporting and recordkeeping; evaluate financial programs and processes and make sound recommendations within areas of responsibility; exercise sound, expert and independent judgment within general policy guidelines, procedures and applicable accounting standards; make clear, effective oral presentations to groups and individuals; exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations; establish and maintain highly effective working relationships with all levels of District management, representatives of SNWA member agencies, other governmental officials, employees and the public. Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in finance, accounting, business administration or a closely related field, and at least six years of progressively responsible financial and/or accounting experience involving complex financial, statistical and budgetary analyses, preferably in a public agency or utility setting; or an equivalent combination of training and experience. Certificates; Licenses; Special Requirements: License as a Certified Public Accountant is desirable but not required.
