At PA I've been lucky enough to consult on several investments in the #vpp space and the opportunity is, indeed massive. This report provides some further context to the scale of what VPPs could represent - a huge percent of peak capacity and massive value to customers. The trick as always is recognizing the value of VPPs. This will require innovative business models, sales channel strategies, effective policy, and enabling technology. Personally I think this potential goes far beyond a simple smart thermostat. The opportunity with distributed #solar and #energystorage eclipses simple load control in terms of potential value, both grid-wide and locational. CREO is excited to announce the release of Matthew Brown's latest research paper, "Virtual Power Plants: Scaling Considerations in a Fragmented Landscape." The paper develops a view of the evolving value creation “stack” for distributed energy resources and virtual power plants, concluding that VPP market fragmentation will continue due to well-articulated regulatory hurdles and regional economic divergence. ERCOT's Technical Advisory Committee (TAC) has finally reached the two-thirds approval threshold for NPRR1224. The measure passed 20-10, with opposition from the consumer and retail segments due to concerns over potential price increases. This change allows ERCOT to manually release ECRS from SCED-dispatchable resources when power balance violations reach at least 40 MW for 10 consecutive minutes. The modification requires that energy offer curves for ECRS capacity adhere to the new floor. ERCOT staff and the Independent Market Monitor have been collaborating on this issue since late 2023, following ancillary service methodology discussions at TAC and the Board of Directors. Despite initial failures to pass the measure, TAC finally endorsed it on the fourth attempt. The measure still requires approval from the board and Texas Public Utility Commission but has been assigned urgent status to be effective this summer. Operating under a conservative posture since summer 2022, ERCOT has been procuring large quantities of ancillary services to ensure sufficient operating reserves for intermittent solar and wind resources. However, this has increased costs in ERCOT's energy-only market. The Monitor reported that ECRS created artificial supply shortages, resulting in about $12.5 billion in inefficient market costs through November 2023. The Monitor proposed a deployment trigger to prevent large quantities of ECRS from being sequestered out of SCED, causing perceived shortages and inflated energy prices. They also suggested re-evaluating ECRS procurement quantities and eliminating the $1,000/MWh offer floor.
