Your business is in need of new operational planning technologies. How can you find the best ones?
There are many tools and strategies. The more you read and learn the more options you’ll have. You’ll realize that there are many techniques and technologies which are suited for specific problems. In the end there is no silver bullet everything will have trade offs. Look for the one that gets you 80% there. A few books that have helped me are Crossing the Chasm by Geoffrey Moore. This book will you understand how the market and by association your organization looks at new technology (new to you and new emerging). Also check out Wardley Mapping, there’s an ebook of it on medium by S Wardley. This will teach you how to look at your tech stack from a value and technology maturity perspective.

Over my years in leadership positions inside and outside the government one thing I can recommend is getting the voice of the employees closest to the action. And doing so as early as possible in the timeline. They will almost always have ideas and solutions the leaders of the organization would have likely not thought of. Involving them early helps the organization focus the problem and what’s really happening and it will help with the adoption once it rolls out. It helps with adoption because everyone should see someone they can identify with on the project team. From a requirements gathering perspective, I called this bottom up requirements and top down direction, which simultaneously leverages both the economies of scale and scope.

I would also add that when choosing any technology to solve or meet a business demand signal, it is really a digital transformation project. When executing digital transformation you start with the business problem you’re trying to solve, keeping in mind all of the people, policy, process, partners, and platforms that are impacted or will be impacted both upstream and downstream. You do this by talking to stakeholders, reading any relevant documents, and ruminating on what you’ve learned. Having as clear of a picture as you can will help the planning process. The output of this initial step is an as-is and to-be state of the environment. Following these steps will help you draft your roadmap. It is always way bigger than technology.

The Foundations for Evidence-Based Policymaking Act of 2018 and the Federal Data Strategy established new requirements for agencies to manage and use data to make better decisions. ACT-IAC undertook the “Advancing Data-Driven Decision-Making in the Public Sector” project to provide agencies with effective tools, strategies and practices, help them meet these new mandates, and strengthen their abilities to manage and use data…

Led management, budget, and execution of the Air Force Small Arms program. Oversaw the acquisition, fielding, and sustainment of new weapons systems ahead of schedule and below projected budget. Coordinated program efforts with US Army, US Marine Corps, US Navy, industry partners, Air Force Research Labs, and the Air Force Life Cycle Management Center.
