Using Ad Groups for segmentation can help align creatives with queries. Many times a campaign has a few ad groups with a wide breath of terms included. Using specific ad groups with intentionality can help to match Ads with queries. For example, if you are leasing office space, mixing terms like "retail storefront" "commercial leasing" and "warehouse space" into one ad group can lead to generic ad matching. Instead look to build Ad Groups around each type of offering and write specific ads to those queries, so that those looking for retail space are served ads talking about the retail offerings that you have available.

Not only should you refine keywords, but also see what is visible in your SQR and negate keywords. With the ever expanding close matching of the platforms, many time negating specific phrases or terms is the best way to curtail wasteful spending.

What do you do if your SEM ads are costing too much per click?
First off, you should consider "what is a high CPC"? CPC on its own isn't a great indicator, but when mixed with your conversion value, you can see if the cost is in fact an issue. For example, if your average CPC in a campaign is $5 and converting at 2%, a CPC of $10 converting at 8% has double the value of the $5 click. So ask yourself, is it actually a problem at the CPC is high?
