View as Webpage   CPUC BEAD Challenge Process Timeline   California’s 120-day Challenge Process will begin on July 8, 2024, starting with the 30-day Challenge Phase. The CPUC has partnered with Ready.net to provide a Challenge Portal where permissible challengers can register and submit challenges. On June 17, the CPUC will provide the map of eligible locations, access to the BEAD Consumer Challenge website, and the data sets of unserved locations, underserved locations, and CAIs. These will be available on the Challenge Portal.  Pre-registration for the Challenge Portal is currently open to permissible challengers (units of local and Tribal governments, nonprofits, and broadband service providers). Registration will remain open through the Rebuttal Phase to allow challenged Service Providers to register and provide counterevidence to rebut challenged locations. For technical assistance with the Portal, please contact cahelpdesk@ready.net.  The CPUC will hold a series of office hours for live questions on the BEAD Challenge Process. Dates and times will be posted on the BEAD Events page for registration once available. General BEAD Program Information  For more information on the Challenge Process, the CPUC launched a Challenge Process webpage where potential challengers can find information about the Challenge Process as it becomes available and register for informational Events. Additionally, we will be updating the BEAD Frequently Asked Questions page in the coming days and weeks to capture the questions you’ve asked during our webinars or sent to the BEAD@cpuc.ca.gov email. 🚀 Bridging the Digital Divide🌐 I came across this insightful article by Brad Randall from Broadband Communities on San Diego County’s initiative to expand broadband access to its unincorporated areas. It's a stark reminder of how we often overlook rural areas that are just a short drive from densely populated regions. It's fascinating to realize that while urban areas have robust internet services and many times are arguably overserved, many communities within a short commute remain severely underserved. This initiative, powered by $9 million in ARPA funds, aims to change that, but it requires input and collaboration from stakeholders to maximize its impact. As we push for digital equity, it’s crucial to remember our neighboring rural communities. Their connectivity is just as vital and deserving of our attention. I can't help but also think the the #BulkBan push from the #FCC doesn't help in the efforts to reach communities just out of reach but close enough to infrastructures where going Bulk or Bulk managed Wifi allows providers to reach what would normally be unreachable for multiple reasons, many of the reasons Dan Myers has pointed out / outlined in his recent posts (check them out of you missed them) Kudos to San Diego County for taking this significant step forward! Interesting Read - The Western Governors Association is pressing Congress and Federal agencies to cut thier own red tape around Broadband Funding. Historically, most all of the Federal programs around Broadband funding are frout with Polices, Decres and procedures that impede the approval process, and limit the ablity of many Rural Providers to bid on and win funding. Tha WGA is also pushing to standardize the approved definition of broadband to "at least" 100 megabytes per second (Mbps) for downloads, 20 megabytes per second for uploads, and "scalable to" 100 Mbps for both, across all Federal Funding. #ruralbroadband #ruralinternet, #ruralconnectivity, #wisp, #wirelessbroadband

There is a lot to take-in from the June 12, information-packed #BroadbandBreakfast discussion of #DigitalEquity and #SmartCities.  I have two primary reactions.  First, the panel is a must-see YouTube for any state/local government official charged making the case to Local, State or Federal funders about the need for funding to address broadband adoption and/or affordability efforts like #ACP.  The panel discussion is centered on the need for data-driven assessments of broadband adoption, affordability and availability in their community and is chock-a-block with resources, recommendations and best practices! My second reaction is to question how valuable the panel discussion is for state/local government officials charged with utilizing existing broadband resources to advance their community’s so-called “smart city” objectives.  Since “Smart City” was in the panel’s title, I was expecting the panel to include discussion of how well-tailored Smart City initiatives around delivering local government services online, eg, are helping to drive increased broadband adoption. While there is no doubt that more needs to be done to improve broadband adoption and availability, we--as champions of the positive impact of broadband and civic technology—should be able to recognize and encourage Smart City initiatives at the same time we advocate to address existing gaps in digital inclusion.  To my ears, the panel (lamentably) did not give equal time to the ways local government leaders are using Smart City initiatives to advance digital inclusion. ECFiber is extending Affordable Connectivity Program (ACP) benefits for eligible customers through May 2024. As quoted in the Benton Institute for Broadband & Society write-up: "ECFiber customers in danger of losing a $30 monthly credit on their bill as the federal Affordable Connectivity Program (ACP) expires will receive a one-month extension directly from ECFiber. The decision was made by the executive committee in hopes that the ACP program funding will be replenished by congressional action in the coming weeks. “We can move quickly because we are a small community-oriented ISP,” said committee member Irv Thomae, who chaired ECFiber for many years, “but we cannot provide this support on our own for very long.” ECFiber has also been enhancing the ACP benefit by providing a private $20 monthly credit through its internal affordability fund, which previously had been the source of donations totaling $270,000 to the now-inactive Equal Access to Broadband, Inc., a nonprofit that ECFiber leadership created to develop affordability programs prior to the advent of the ACP. The full governing board of ECFiber had previously voted to continue the $20 subsidy for the remainder of 2024." Continuing the story in a Vermont Business Magazine article: "The cost of building and operating a business that delivers world-class broadband where cable and phone companies refuse to invest means the lowest price ECFiber can offer is $72 a month, largely because it is funded by borrowed money, not grants. “If ECFiber had no debt service expenses, our lowest price could probably be $39 a month,” said F. X. Flinn, Board Chair, “That day is 15 to 25 years in the future, but at that point we will not only be the best technology, but also the low-cost provider. Until then, we need the Federal and State governments to help low-income households with targeted subsidies. The ACP accomplishes that; it certifies eligible households and has a simple system for registering customers. It just needs to be funded.” The combined $50 credit brings that down to $22 for eligible households."
