    While NATO now has in place many elements of a successful strategy in Afghanistan, a critical shortfall of trainers for Afghan police, security forces, and other government officials could imperil the country's reconstruction. Our strategy depends crucially on developing Afghan security forces and strengthening the capacity of national and local governance. Afghanistan can then reduce its reliance on the international community, and foreign armed forces can gradually be replaced by Afghans. . .…
