The new refinery will use existing Saudi Aramco facilities to receive crude oil and export the refined products. It will include refinery process units, utilities and interconnecting piping, associated feedstock and refined product storage, as well as offsite facilities necessary to support the safe and efficient operation of the refinery.

In January 2006 the base configuration and preliminary engineering began together with the initiation of the selection process for the contractor and process technology licensors. The FEED Contract was awarded to KBR (Houston).

EPC contracts for the major process units were awarded to Tecnicas Reunidas for the Coker Package, Saudi Services for the High Voltage Electrical Package, SK Engineering and Construction Co. for the Crude Package, Dayim Punj Lloyd for the Offsite Pipelines Package, Daelim for the Gasoline and Hydrocracker Packages, Rajeh H. Al-Marri for the Onsite Pipeline Relocation Package and ENPPI for the Tank Farm Package. The site preparation contract was awarded to Abdulrahman Al-Shalawi Establishment. Other packages awarded at a later date included the Solids Handling package awarded to Techint and the Jetty package awarded to China Harbour.
