In the quest to design a blueprint for open, free, and trustworthy digital economies, policymakers face the dual challenge of scaling technologies while addressing fragmentation across tech and economic systems. Balancing freedom and security to secure national interests and economic growth is necessary. Key building blocks include: 1. Infrastructure: Ensuring secure, interoperable digital infrastructure while managing decentralization. 2. Data: Protecting privacy, managing data ownership, and combating data manipulation. 3. Identity: Establishing secure, interoperable digital identity systems to build trust and prevent fraud. Policymakers must create a cohesive strategy that aligns infrastructure, data, and identity policies to maintain an open, secure, and innovative digital economy. #digitaleconomy #cybersecurity #policy #dataprivacy

Well, this is super exciting. The White House Presidential Innovation Fellows launched its first cohort focused exclusively on artificial intelligence! This initiative is another significant step in AI enhancing public sector operations and services. The PIF program, under the GSA, aims to infuse the federal government with innovative thinking and cutting-edge technology. Bringing in top talent from industry to public service isn't new either. Across the PIF, U.S. Digital Corps, GSA’s Technology Transformation Services (TTS) - there is a massive influx of talent into the government than ever before. Over 2,500 people responded to the call for applications, and TTS is on track to hire over 100 technologists in 2024, including over 200 fellows of which 120 technologists are in AI and AI-enabling roles. “This new class of fellows will focus on values-driven implementation aligned with the Executive Order on AI so that we can harness the benefits of this new technology, mitigate the risks, and ensure Americans get better service delivery from their government.” - Robin Carnahan AI can streamline processes, improve decision-making, and deliver more efficient services to the public, from healthcare to transportation to a broad range of citizen services. Bringing in top talent through the PIF program fosters collaboration between the government and the private sector, driving impactful solutions and innovations that can provide positive impacts on all of society. I'm so excited to see this cross-section of AI and the public sector grow. 🚀 🇺🇸

Want to know how to protect kids online? Start by preventing exploitation. Start by taking predators off the digital street. Stop reacting to the wrong issues. Stop attacking the only effective mandated reporters and work with them. Don't expose kids to more exploitation by weakening encryption. Technology is a solution to these issues. Educate yourself.

✨️My new blog post for Center for Security and Emerging Technology (CSET) goes live today!✨️ The Biden Administration’s “Investing in America'' agenda designates $80 billion to focus on “place-based industrial policy,” representing a historic level of government investment. This latest blog post previews CSET research from me and my co-author Hayes Meredith exploring the keys to success in place-based innovation. Can the United States use place-based innovation efforts not only to spur innovation, but also to build resilience in underserved, underinvested communities, dually enhancing both U.S. economic and national security? This is part of a critical effort by the U.S. Department of Commerce to understand the data landscape and to prepare for the future. Our thinking about public data standards needs to shift to accommodate the current and anticipated capabilities of AI systems. While LLMs can make better use of unstructured data than earlier generations of software, they also have limitations on input size and output reliability that need to be taken into account. If you have opinions on these issues, comment below-- but even more important submit them to the RFI!

The Bipartisan Senate #AI Working Group unveiled their AI Roadmap. Their focus areas are spot on: fostering #innovation, enhancing #workforce development, and implementing a risk-based approach to #AIgovernance and #responsibleAI. In my latest blog, I explore the key elements of this roadmap, including: 🤝 Promoting public-private partnerships to mitigate AI risks. 🔩 Securing funding for AI initiatives at the National Institute of Standards and Technology (NIST) 🎓 Creating incentives for employers to integrate #technology and #reskilling, and for workers to pursue #retraining.

I'm proud to have worked on the International Security Advisory Board's New Security Challenges study group with our chair Amb. Sherri Goodman and colleagues James Goldgeier, Dr. Nola Haynes she/her, Julie Fischer, Lyric Thompson and Paul Walker, supported by outstanding State staff including Michelle Dover, Scott Bohn, Kate Guy and Rachel Thomas. Our new report looks at report on how State's T family of bureaus can better grapple with climate, disease, weaponization of identity and other challenges that, while no longer so "new" around the world, still don't fit easily into State's security policy structures and practices. We made specific policy suggestions for ways State's deep experience with arms control and security diplomacy can be leveraged for these newer challenges: -Re-organize and assess, as we demonstrate in a Taiwan case study, how climate risks interact with deterrence and defenser. "While the Department of State has elevated climate change in many respects, it is not yet prepared or organized for ways in which climate disruptions are exacerbating resource scarcity, driving competition, and fundamentally reshaping 21st century diplomacy." -Tools and practices used for understanding and monitoring arms control agreements and nuclear proliferation could be used to monitor geoengineering. -Coalitions of our allies and partners that have taken up a gender lens on conflict analysis, or experimented with feminist foreign policies, offer an important new geometry for partnership. -Further strengthen US leadership on civilian nuclear energy. -Deepen Ambassador Bonnie Jenkins' focus on improving the connection between the T Bureau's work on nonproliferation, arms control and regional security and the #SDGs (Sustainable Development Goals) is laudable. We propose changes to staffing, training and research, but above all we identify the need for a mindset shift: "State, and the T family in particular, must update or adjust their structures as well as the 20th century thinking that gave rise to them....Emerging threats layered on top of traditional threats have made the international security landscape more dynamic and complicated." The next step: hosting public conversations and debate of these ideas, to build momentum for changes that need to happen to allow American diplomacy to catch up with where our partners, and in some cases, our adversaries, are already going. Thanks to Ambassador Jenkins for commissioning this report. https://lnkd.in/eFmrW4cz

🚨🚀 Check out the new report released by Socure and the Center for Digital Government titled, “The State of Digital Identity in 2024.” According to the report, 63% of constituents surveyed want to conduct all or most transactions with state agencies online, yet only 13% felt very confident state agencies can detect and prevent identity fraud... ...and more than half of the state leaders surveyed said they rely on knowledge-based authentication as a method of verification, despite the National Institute of Standards and Technology (NIST) no longer recognizing it as a valid method of verifying identities. The report also includes best practices for creating a modern identity system with insight from industry experts including: 🟠 Deploy a proactive, layered approach to prevent fraud: Apply a layered strategy with multiple verification techniques and authentication technologies for detecting anomalies and distinguishing between normal interactions and deliberate fraud attempts. 🟠 Put metrics and key performance indicators to work: Continuously measure to document and improve effectiveness and equity. 🟠 Fight friction using AI: Advancements in AI models and automation tools means strong identity verification no longer equates to poor user experience. Some professional news: I just started at the Director of the DHS AI Corps, an initiative to bring 50 AI Experts to the Department of Homeland Security in the "Digital Service" model. https://lnkd.in/ekDSw9iA Having worked on AI policy and the recent executive order, my colleagues know that I was often a voice advocating for the criticality of implementation to accompany strong policy. That is why I was so honored to be offered to lead the largest AI team (that I'm aware of) created in response to the National AI Talent Surge launched by that EO. I'm thrilled that we are taking a "digital service" approach modeled on the U.S. Digital Service and related teams, and I am appreciative of many folks for their vision here...to name just a few: Eric Hysen David Larrimore Chris Kraft Anil Dewan Tali Keren. And I'm grateful to many many others for making this a reality in ways large and small. The Department of Homeland Security is by most accounts the largest federal civilian agency, the largest federal law enforcement agency, and the federal agency with most daily interactions with the public. As a former refugee officer who used to travel all over the world to determine which refugees can receive protection in the United States, I am keenly aware of the life-and-death importance of that mission. So in this new technological era, if you believe as I do, that we need to seize the opportunity of AI while ensuring it upholds the values that we believe in as a nation, I can't think of a more impactful opportunity. If you are interested or want to understand opportunities in the federal space broadly, feel free to reach out/message. You can learn more and apply with the links below! We just helped launch a joint letter (with 4 awesome co-leads) asking Congress to fully fund the AI work assigned to National Institute of Standards and Technology (NIST). This is a simple step Congress can take to help set AI on the right path. Read more in WaPo: https://lnkd.in/emJTqPZn

As analysts, we often assume that "more data is always better". But in #HealthCare, data collection laws can be highly unethical. For #abortion recipients in the United States, data points like hometown and birthdate can be de-anonymized to identify patients, one of many potential issues. #analytics #ethics https://lnkd.in/eR6RZAZd
