OASD(IBP)’s Defense Business Accelerator (DBX) program is focused on helping companies access private capital and leverage commercial market forces to scale defense-relevant technologies and rapidly expand the domestic industrial base. This past November, DBX awarded a total of $9.6 million to an initial cohort of seven companies developing critical microelectronics technologies.   In addition to securing private capital, DBX is working with program offices across the Military Services to apply DBX-generated technologies to DoD problem sets. Participants have already credited DBX with helping boost their visibility and standing within the Defense market, leading to several new contract awards directly from DoD as well as through Defense contractors. DBX awardees recently reported receiving $46.6 million in additional private capital, due in large part to the initial $9.6 million award.   “The Defense Business Accelerator is a great example of how we are harnessing market forces to accelerate the growth of a resilient defense industrial ecosystem,” said Dr. Laura Taylor-Kale, Assistant Secretary of Defense for Industrial Base Policy. “This program is already demonstrating the value of its approach to scaling production of defense-relevant technologies.”   The DBX program, part of the OASD(IBP)’s Manufacturing Capability Expansion & Investment Prioritization (MCEIP) portfolio, positions DoD as a leader in dual-use technology development and accelerates the growth of a robust dual-use industrial ecosystem.   #SucceedThroughTeamwork #ExpandTheBase #IBP #DBX #MCEIP

The GSA and the United States Department of Defense announced plans for a major procurement and are seeking contractors who can provide federal agencies in several mid-Atlantic and Midwest states with 100% carbon pollution-free electricity (CFE) by 2030: https://lnkd.in/eyiPhrak "This procurement sets DoD on a path that will strengthen the resilience and reliability of the energy needed to carry out the critical national security missions we execute," said Brendan Owens, Assistant Secretary of Defense for Energy, Installations, and Environment. These two parallel clean electricity procurements, slated for award later this year, would together constitute one of the federal government's largest-ever clean electricity purchases. #ICYMI: Last week, the United States had the honor of hosting the NATO Summit in Washington, which marked 75 years of the Alliance. A major focus of the summit was the importance of transatlantic industrial cooperation to NATO's deterrence and defense. At a Defense Industry Forum hosted by the U.S. Chamber of Commerce, Deputy Secretary of Defense Kathleen Hicks emphasized the collective defense industrial base is a force multiplier. "Today's arsenal of democracy is not only American," she said. "It's not only Western, either. Today's arsenal of democracy is global. It's a testament to what we've built over the last 75 years. The United States Department of Defense announced the first award for the Distributed Bioindustrial Manufacturing Program to expand domestic supply chains and bolster the bioindustrial manufacturing base: https://lnkd.in/esMBQv6J Debut, a San Diego-based company, has been awarded $2 million through the Defense Industrial Base Consortium (DIBC) Other Transaction Agreement (OTA) to develop comprehensive business and technical plans for constructing a domestic bioindustrial manufacturing production facility. If successful, this project could lead to follow-on awards that would provide access of up to $100 million to build a facility. "This award marks an important step — the first of many — for the DIBC OTA, and shows the progress we are making toward building more resilient supply chains, growing our manufacturing workforce, and using more flexible acquisition authorities," said Dr. Laura Taylor-Kale, Assistant Secretary of Defense for Industrial Base Policy. #ExpandTheBase 

#ICYMI: The White House recently released updated climate adaptation plans from several federal agencies, highlighting a comprehensive government response to climate change. To train, fight, and win in this increasingly complex environment, the United States Department of Defense has taken broad steps to address climate-related risks at every level of the enterprise. These efforts align with President Biden's whole-of-government approach to climate change, including a directive for federal agencies to develop climate adaptation plans and report annually on their progress. Building on these efforts, DoD's 2024-2027 climate adaptation plan, set to be released later this summer, outlines further steps to ensure the department can operate under changing climate conditions. In the latest edition of Defense Acquisition magazine, Christopher Lowman, Assistant Secretary of Defense for Sustainment, discusses the DoD Regional Sustainment Framework (RSF). This initiative aims to establish a globally connected, regionally aligned defense logistics ecosystem designed to sustain our forces closer to the point of need. Lowman writes, "The RSF launch marks a transformative stride in U.S. defense strategy, where the strength of military operations is fundamentally tied to the depth of international collaboration, partnered with U.S. industry, and shared maintenance, repair, and overhaul capabilities." He also emphasizes that the RSF ensures our military forces are highly maintained and ready, strategically optimizing our logistical assets to support sustained military engagements in the modern geopolitical era. Today, USD(A&S) William LaPlante certified that the continuation of the Sentinel ICBM program is essential to our national security:   https://lnkd.in/eh2ZcHM8 “Having completed a comprehensive and objective assessment of the Sentinel program in accordance with the Nunn-McCurdy Statute, it is clear that the Sentinel program remains essential to U.S. national security and is the best option to meet the needs of our warfighters,” LaPlante said.   The three legs of the Nuclear Triad – land, sea, and air – are complementary, each offering unique attributes that are mutually supporting. The Triad remains the bedrock of our national defense. The Sentinel ICBM is one of the largest and most complex programs the Air Force has ever undertaken, and is intended to modernize and replace the Minuteman III ICBM.   “We are fully aware of the costs, but we are also aware of the risks of not modernizing our nuclear forces and not addressing the very real threats we confront,” he added. “There are reasons for the cost growth, but there are no excuses. We are already working to address the root causes, and more importantly, we believe we are on the right path to defend our nation while protecting the sacred responsibility the American taxpayer has entrusted us with.”
